Requirement Overview
To plan, direct and coordinate the activities of the tenders and contracts and managing contract work. Liaising and Coordinating with private Audit Firms and ensuring compliance of the Supply Chain Management (SCM), Conducting Audits on behalf of the AGSA Policy and Procedure and the BBBEE Act and PPPFA Act.

 

Roles & Responsibilities
Effective Tender Administration
•To participate in the Bid Specification Committee meetings in order to assist Business Units with determining the correct specifications for tender processes
•To manage the market analysis exercise conducted by Procurement Specialist in determining the availability of suppliers and commodities in line with requirements
•To provide guidance in terms of the optimum sourcing strategy and techniques to be used for procurement of goods and services
•Review tender specifications for conformance to the SCM Policy and Procedure
•To develop tender documents in preparation for tender advertisements
•To develop tender advertisement in line with the acceptable methods of communications
•To manage the tender process until the closing of the tenders
•To arrange and coordinate meetings (specification, evaluation and tender committee)
•Monitor compliance with the legislative framework.
•Liaise with private Audit Firms (payments, programs, training, reporting)
•Ability to negotiate prices with service providers in line with market analysis outcomes
•To continuously update and communicate with suppliers/audit firms/service providers/contractors and internal clients on progress tender administration process

 

Effective cwc database management
•To manage the process of establishment of audit firms database (regularity, investigations, information systems, pre-issuance and performance audits) in an effective manner for compliance to CWC policy
•To review the database on an annual basis in terms of the tender requirements
•To review and maintain the supplier database on a quarterly basis
•To ensure accurate and effective filing of the application forms in the registry
•To continuously implement systems to ensure compliance in terms of audit firms registration for monitoring purposes

 

Effective contract management
•To ensure effective implementation of the contract register for all AGSA contracts
•To engage with Legal Services on a regular basis for ensuring AGSA legal compliance
•To continuously implement enhancements on the system for monitoring the validity of contracts and advice on compliance issues with regard to signed contract
•To ensure accurate and timely record keeping of all contracts/SLA/MOAs
•Resolve vendor or contractor grievances, and claims against suppliers.

 

Reporting
•To coordinate and submit monthly and quarterly management reports in terms of BBBEE and procurement spend
•To coordinate and submit monthly management CWC reports on approved Tender Committee approvals
•To coordinate and submit monthly management reports for ERP internal control

 

Strategic
•Provide support to the Senior Manager in terms of benchmarking and research on applicable legislation for audit profession with regards to system applications, enterprise development, BBBEE Act and CA Charter
•Professional engagement with bodies including but not limited to IRBA, ISACA, SAICA and SAIGA
•Coordination of the Exco reporting from the BU on the section 4(3) audits and also form part of the liaison mechanisms where appropriate
•Responsible for maintenance of all areas of coordination relating to section 4(3) audits as required by Exco
•To ensure that all procurement is done cost effectively while ensuring the promotion of previously disadvantaged individuals/companies (BBEE and PPPFA codes)
•To develop and implement SCM and CWC instructions/guidelines, Policy and Procedure.
•To monitor and update the SCM and CWC policies changes.
•To support the Senior Manager Supply Chain Management/CWC of strategic initiatives and to deputise for the Senior Manager when required
•To conduct benchmarking exercises in terms of SCM practices and ensure that the AGSAs practices are “best of breed”
•To direct and educate the entire AGSA employees with regard to the SCM/CWC Policy and Procedure

 

People Management
•Manage and monitor the performance of staff within the Tenders and Contracts Management centres
•To develop staff in line with the AGSAs strategic initiative of “Strenghtening of Human Resources”

 

Skills, Experience & Education
Qualifications
Three year Degree or three year National Diploma or equivalent qualification in SCM

 

Experience
At least 3-5 years relevant experience in procurement and management of SCM at a senior management level.
