Purpose of the Job

To ensure timely and cost effective contracting for services critical to Cell C’s Marketing, Sales and Supply Chain operations

Key Duties & Responsibilities

1.Assess Requisitions.
•Assess requisitions received.
•Ensure services requisitioned are
properly accounted for, identified and described, includes analysing, auditing and reviewing requirements and subcontractor information for clarity / accuracy.
•Ensure requisitions and vendor insurance documents comply with established company procedure.
2.Contractor Selection Process.
•Assist in the contractor selection process.
•Contact potential contractors to ascertain availability and price of products / service.
•Investigate prospective subcontractors by reviewing published financial reports, and contacting various government agencies and contractor’s past clients to document / verify the quality of contractor’s past work performance.
•Recommend prospective subcontractors after examining the appropriate data.
3.Manage subcontractor requests
•Initiate requests for proposals (RFPs) with prospective subcontractors.
•Analyse proposals to ascertain price and availability of service, schedules and lead times, applying basic contract law.
•Ensure that these contacts are not construed as commitments by the Company to contract.
•Assist in proposal evaluation by developing and preparing computer generated spreadsheets.
4.Provide support on contracts and procurement services
•Assist users in the development and formulation of RFPs by gathering, categorising, and putting into contract form pertinent contract information.
•Assist end users in clarifying terms and conditions specified on various contract documents.
•Provide on-going contracts and procurement services support to the internal client.
•Obtain the lowest cost of ownership for commodities / services under his/her control.
•Research, recommend and implement appropriate procurement strategies per commodity / service.
5.Prepare tenders, negotiate with suppliers and prepare contracts
•Tender preparation, evaluation and negotiation as applicable and based on price, quality, service support, availability, reliability and selection together with cross functional team and make recommendations to senior and executive Management.
•Lead supplier negotiations. Realise substantial savings on all projects.
•Prepare contract documents and liase with vendors providers, end users, Financial control, Legal & in execution of a contract. Administration and maintenance (renewals) of these contracts.
6.Execute new contracts and manage the performance of vendors
•Negotiate and execute new contracts and changes to existing agreements, with acceptable commercial risks that increase Cell C’s profits. Includes extending, renegotiating and terminating contracts.
•Actively monitor and manage the performance of vendors in terms of contractual compliance and deliverables.
•Maintain and improve yearly Customer Service Survey rating.
•Initiate appropriate action to resolve supplier invoice discrepancies. Involves working jointly with requisitioners, Accounts Payable and vendors to investigate and resolve disputes.
•Use computer-based systems to execute / monitor contracts and update contractor files. Ensure that inputs into the system are accurate and timely. Instruct / assist end users in the proper use of the computer-based contract data base, to enable them to access applicable contract information.
7.Health and Safety Compliance.
•Conform and adhere to Safety, Health and Environmental legislative requirements.
•Report any health and safety concerns/incidents in the workplace to the manager / health and safety representative.
•Assist Cell C to establish and maintain a fully compliant Healthy and Safe Work Environment.
•Attend the Safety, Health and Environmental workshops as required by management.
8.Perform any related duties as requested by Management.

Skills & Experience

Attention to Detail: the ability to take all relevant and complex details to ensure that contract is completed to the required standards
Communication skills: is bale to communicate clearly both verbally and in writing. Can get messages across that have the desired effect;
Persuasive Skills; the ability to negotiate with the intent of ensuring compliance with reaching the desired objectives whilst ensuring compliance;
Customer Focus Skills: is dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships;
Problem Solving Skills: uses logic and methods to solve difficult problems with effective solutions. Makes use of all resources to get answers. Able to see hidden problems. Good at analysis. Looks beyond the obvious desired objectives;
Interpersonal Skills: relates well to all kinds of people. Builds appropriate rapport. Builds constructive and effective relationships. Uses diplomacy and tact. Able to defuse even high-tension situations comfortably; and
Computer literacy : MS Office and excel.
Experience:
3-5 years experience as a contracts specialist in the Marketing environment would be advantageous.
Excellent knowledge of:
•The Marketing environment, and an understanding of Sales structures. Procurement and contractual involvement with Handsets and Vouchers would be advantageous.
•Cost Analysis /cost reduction
•Relevant local laws and regulations relevant to purchasing
•Principles and practices of contract preparation, negotiation and, conflict resolution
•Research methodology with a sound information system background

Educational Requirements

Diploma / Bachelors Degree in business administration, procurement, finance, Law or related field. Preference will be given to candidates with Marketing, Sales, and Handset related fields.

Additional Requirements

Knowledge of relevant local laws and regulations (contract law) relevant to Procurement
Strategic sourcing / Commodity Management.
Solid understanding and knowledge of principles and practices of contract preparation, negotiation and conflict resolution.
Knowledge of purchasing and materials management functions preferred.
