SALARY : R R532 278 per annum (plus benefits)
CENTRE : Provincial Office-Johannesburg, Tshwane Region, Ekurhuleni Region, West
Rand Region and Sedibeng Region

 

REQUIREMENTS : A three year National Diploma/Degree in accounting and financial
management. A relevant post – graduate qualification will be advantageous. 5
years’ experience in the field of accounting & financial management or
monitoring & compliance. 3 years management/supervisory experience. A
strong background and/or knowledge in monitoring & evaluation will be
required. Knowledge of NPO legislation or M&E policies/legislation.
Knowledge of applicable financial systems such as BAS, SAP, etc is essential
and advance computer skills. Sound knowledge of cash flow management,
costing procedures and budget compilation. Implementation of Labour related
procedures in a highly unionized environment. A valid driver’s license.

 

DUTIES : Provide strategic leadership and mentoring to the Head Office and Regional
Office units on funding and NPO financing related matters. Oversee the overall functioning of all Regional Offices NPO financing units. To develop and
manage the provincial NPO Transfer budgets in line with approved Annual
Performance Plan. Ensure effective management of the Provincial NPO
Budget and Payment transactions on Supatsela (SAP system). Oversee the
funding of NPO programs in accordance with all relevant legislations and
Departmental priorities. Ensure development and phasing-in of appropriate
costing models for approved programmes and targets. Establish and maintain
good internal controls to prevent over-spending or under-spending of NPO
transfer payment budget. Conduct financial training of identified organisations
to improve their financial management capacity. Develop, manage and
evaluate specific activities of sub-ordinates to ensure delivery of desired
outputs and outcomes.
