DEPUTY DIRECTOR: LABOUR RELATIONS INVESTIGATIONS 2 POSTS

SALARY : R532 278 per annum. This all-inclusive remuneration package consists of a basic salary, the State’s contribution to the Government Employees Pension Fund and a flexible portion that may be structured in terms of the applicable rules.

REQUIREMENTS : Applicants must be in possession of an NQF6 qualification in Human Resources,
Pubic Service labour relations, Public Administration and Management or Labour
Law; At least 3 – 5 years experience in investigating labour related matters
including misconduct cases and representing employer(s) in disciplinary
proceedings; A valid driver’s license and willingness to travel. Competencies:
Knowledge of the Public Service and Administration prescripts, including the
disciplinary code and procedures; Proficiency in legal processes including
conducting investigation of grievances or representing the employer in
disciplinary hearings, and drafting notices of disciplinary hearings and report
writing skills; Forensic investigative skills or investigative research skills; Strategic
capability and leadership skills; People management and empowerment; Client
orientation and customer focus; Good interpersonal skills; Good written and oral
communication skills; Project management skills; Knowledge in conflict resolution
skills (negotiation, mediation, conciliation and arbitration); Knowledge of and skills
in financial management and budgeting; Ability to perform independently and
without constant supervision; Knowledge of the Persal system.

 

DUTIES : Conduct investigations and gather information on allegations into labour related
matters including grievances and misconduct cases as directed by the Human
Resources Branch management for line functions including Missions abroad;
Plan, organise and co-ordinate operational activities prior to and during grievance
and discipline investigations an draft appropriate reports, memoranda and project
plan, pertinent to the labour relations cases investigation; Draft notices of
disciplinary hearings and prepare witnesses for the disciplinary hearings; Present
and assist other departmental representatives to state the Department’s cases
during hearings; Monitor, evaluate internal investigation procedures on grievance
and disciplinary cases and then contribute to the Department’s regular reports on
compliance with labour relations prescripts; Implement strategic, dynamic and
proactive labour relations programmes and assist in production of internal policies
on latest developments initiate review existing policies; Guide and coach other
investigators and departmental representatives during the investigations and
