HUMAN RESOURCE PRACTITIONER
Directorate: Human Resources
SALARY : R 227 802 – R 268 338 per annum (Including Benefits)

REQUIREMENTS : A three year tertiary qualification in Human Resources Management/ Humanities/
Management of Training and/or other related Qualification plus a minimum of 1-2
years relevant experience or 2 years working experience in the field of Human
Resource Development. Customer relations management, Ability to report
outcomes on queries. Good communication skills (verbal and written), report
writing skills, data capturing and analytic skills. Persal, Sound Knowledge of
Microsoft Office (Excel, PowerPoint and Word). SAP will be an added advantage.

 

DUTIES : Assist in compiling WSP/ATR, Conduct Training Need Analysis, Co-ordinates
training courses as per training calendar, Conduct Pre & Post training interviews
with the Line Managers and the nominated employees. Facilitate Internship and
Learnership programmes. Administration of Bursary Scheme. Assist in
Performance Management & Development System. Management of Personal
Development Plans. Compiling quarterly & monthly HRD reports. Measure the
Return on Investment and the Training Impact Assessment in line with the
approved ROI Framework. The successful candidate will be responsible for;
Implementing and administering Conditions of Service and service benefits
(leave, housing, appointments, transfers, terminations, long service recognition,
etc.). Serve as a secretariat at interviews and verification of qualifications. Inform,
guide and advice department/personnel on human resource administration
matters to enhance the correct implementation of personnel administration
practices/policies. Prepare reports on personnel issues and statistics. Monitor
and evaluate the quality of information captured on persal. Monitor the
implementation of mandates submitted for capturing and report on noncompliance.
Liaise with respective Line managers regarding Labour Relations
functions. Provide customer service to employees in respect of grievances and
poor performance management. To answer and resolve complex and sensitive
LR Policy Interpretation; Employee Relations issues. Advising all staff in the
GIFA on Labour Relations matters according to the prescripts as defined in the
Public Service Regulations. To quality assure LR policy; Employee Relations
practices. Update IR spreadsheet and compile the monthly reports. Take part in
the Employee/management forums. Receive; acknowledge receipt of grievances
and misconduct cases. Draft memos, monthly reports and other correspondence
for approval. Maintain the LR database regulations. Organize logistics for LR
meetings. Consultative role to all LR issues. Bursaries administration and
Training Co-ordination. Compile HRD quarterly & annual Reports and MPAT
documentation Performance Management and Development Monitoring within
the conduct investigations. Implement models and techniques for recruitment,
selection, redeployment and exiting function planning. Implement recruitment,
selection and appointment plans and processes. Implement recruitment,
selection and exiting functions strategies and plans. Process all vacancies from
the point when the vacancy has arisen until the vacancy has been filled, in line
the recruitment SLA’s. Continuous assessment with a view to improving the
effectiveness of recruitment, selection, and appointment plans and processes.
Implement plans and processes for the redeployment of the organisation’s
human resources. Assessment of the effectiveness of the plans and processes
for the redeployment of people in the organization. Implement and maintain plans
and processes for the release of human resources. Co-ordinate all interviews
and assessments. Liaise with the external recruitment agencies. To provide
skilled Labour Relations support to the relevant business unit Skills
Development. Employee Relations – be well informed of the wellness initiatives
offered to the staff. Performance Management – be well informed of the process
from an employee/employer perspective. Employment equity – to be able to drive
the recruitment process for the GDF, based on the employment equity plan.
