Administrate leased lines and own transmission lines with suppliers and 3rd parties. Do technical and financial administration for Transmission Department.

KPA duties

Strategy Development
• Assist in defining the transmission network strategy and architecture clearly describing the future vision for transmission and identifying key decision points to enable this vision to be achieved, esp. with focus on leased lines
• Assist in translating the transmission strategy and architecture into both long range and near term plans

Planning & Delivery
• Execute self provisioning account management:
o Reconcile Self Provisioning monthly accounts on an ongoing basis – provide monthly reports
o Reconcile penalties due by Self Provisioning Suppliers
o Manage all administration for all self provisioning orders
o Management of frequency allocations and payment thereof
o Control all national transmission records by pursuing outstanding link acceptance documents, and capturing data on remedy
o Build relationships with internal and external customers.
o Hand over investigations/ad-hoc reports to Self Provisioning suppliers and follow up on them.
o Ordering of all transmission link requests (RFQ’s, RFO’s, Relocations, Changes, Cancellations, etc). RFQ’s to be placed within 3 working days of site release from transmission planning
• Assist in managing vendors for turnkey, EOT etc.
• Execute Telkom account management
o Manage leased line requests
o Reconcile Telkom monthly account on an ongoing basis – provide monthly reports/stats
o Reconcile Telkom penalties due by Telkom
o Manage all administration for all leased lines/Broadband lines and fixed lines i.e. Digine/PRI etc accounts including ordering and record keeping
o Manage frequency allocations and payment thereof
o Manage records for self provisioning
o Control all national transmission records by pursuing outstanding link acceptance documents, and capturing data on Remedy
o Build relationships with internal and external customers
o Hand over investigations/ad-hoc reports to Telkom and follow up on them
o Order all transmission link requests (RFQ’s, RFO’s, Relocations, Changes, Cancellations, etc). RFQ’s to be placed within 3 working days of site release from Transmission Planning
• Execute technical administration
o Assist with accurate forecasting of transmission links
o Assist in compiling transmission management reports
o Perform inventory management of installed Transmission links base
o Responsible for all office administrative functions for the Transmission Department
o Ensure transmission link orders are placed prior to scheduled RFO date
• Maintain capacity and functionality (and Business) requirements timeously and ahead of traffic needs for Transmission network
• Translate core and access leased line design requirements into supplier requirements
• Verify bill of material and confirm order of services
• Ensure Capacity forecasting and manage alignment with other Network divisions (Radio, Core & IP) and with strategy and roadmap
• Forecast and track Capex and Opex budget
• Ensure implementation of Transmission leased line plans is carried out fully with a smooth handover to Network Operations
Network Optimisation & Performance
• Track leased line provider SLAs
• Consolidate leased line reporting
• Track and report on performance problems and performance improvements on division level

Educational requirements

Education: Matric minimum and preferably with a post matric diploma in commercial management/accounting

Experience required

Experience:
Over 2 years in Telecommunications,

Skills required

Knowledge:
• Accounting and commercial knowledge
• Good knowledge of GSM, WCDMA, Transmission, Switching, Signalling, IP and Access Networks (Wireless and Fixed)
• Understand GSM and/or 3G traffic concepts, networks, nodes and inter-working
• Knowledge of 3G Transport Transmission technologies, IP/MPLS networks, ATM and IP protocols and Gbit Ethernet, MAN and NGN Technologies
