Job Title: Senior Policy Analyst: Public Sector Remuneration Forecasting and Analysis (S196/2013)

This position is based in Pretoria

Salary: R495 603.00 per annum (all inclusive)

Job Purpose:

To provide advice and analysis on public sector policy and personnel establishments, perform forecasting
of personnel growth and monitor the filling of funded establishments

 

Requirements:

Degree in Economics, Econometrics, Social Sciences, or Public Administration. Preference will be
given to people with training in Economics and Econometrics at an Honours Degree Level. • 4 – 6 years relevant
working experience in a Public Sector environment • Knowledge of the Government Remuneration Policy and
Service Delivery Improvement Policies of key sectors in the public sector • Knowledge of the PSCBC processes •
Knowledge of the Public Sector personnel establishments and employment trends • Experience or training in building
financial models and/or econometric modelling
 

Key outputs:

Employment Structure Analysis: Develop frameworks for the analysis of trends in public sector
personnel establishment • Analyse public sector employment structure and provide insight into trends in this regard
(occupations, salary level structures, employment nature, admin vs front line staff, temporary staff,
supernumerary/excess staff, span of control, etc) • Model Public Sector Employment Growth: Develop and
maintain model for conducting projections of personnel growth in the public sector • Prepare reports on personnel
growth projections in the public sector and advice on alignment with policy prescripts • Oversight of changes to
public sector Funded Personnel Establishments: Assess and monitor the implementation of budgets for
professional services • Monitor the shifting of funds between compensation of employees and other classes of
expenditure • Annual wage negotiation in public sector bargaining council: Represent employer in PSCBC and
sectoral bargaining forums • Prepare accurate calculation on preliminary costing proposals of various mandates.
