BRANCH: CORE BUSINESS
DEPUTY SECRETARY: PARLIAMENTARY CORE BUSINESS
REF: TN/SN01/2013/CP
Remuneration package: R1 492 134 p.a. (5-year contract)
The successful candidate will be responsible for providing overall strategic leadership as the head of the Branch:
Core Business, to ensure the effective and efficient delivery of Parliamentary Core Services, as outlined in the
Constitution and other relevant South African Laws.

 
Key performance areas will include:

■ overall strategic management and planning to guide a multidisciplinary
executive management team in the following Divisions and Departments ■ executive management of House
Committees of the National Assembly and National Council of Provinces ■ executive management of the
Committee and Content support, Research and Information Services, Language Services and Public Participation
■ portfolio leadership ■ people management ■ stakeholder relations.

 

 

Requirements:

■ an Honours degree in Political Science, Social Science or Legal Studies ■ 12 years’ varied
experience in general management, of which 5 years must have been at executive level ■ solid experience in
a Public and/or Parliamentary environment is essential.
Skills requirements include: ■ sound knowledge and understanding of law-making and oversight processes
■ thorough understanding of knowledge management and research capabilities ■ thorough knowledge of
Parliament’s role in International Relations ■ financial management acumen ■ thorough knowledge of all
relevant and applicable legislation, particularly the Constitution ■ thorough knowledge and understanding of
public participation ■ thorough knowledge of all relevant and applicable policies and procedures ■ seasoned
professional, with a proven track record in developing strategy to guide and inform management leadership
■ results-driven approach ■ excellent interpersonal skills and ability to communicate to teams ■ excellent
report-writing skills ■ sound diplomacy and political savvy ■ ability to build strategic partnerships ■ knowledge
of the Financial Management of Parliament Act [FMPA] and Parliament’s mandate.

 

Remuneration comprises a cost-to-company package, which incorporates all the large-company benefits. The
Parliamentary Services Administration promotes and applies the principles of affirmative action and equal
opportunity. Successful candidates will be expected to sign a performance contract.
