PROPERTY MANAGER: REGION 1 & 2, 4 POSTS REF NO. TPW 2015-314 Transport and Public Works, Cape Town SALARY : R 289 761 – R 341 313 per annum (Salary Level 9) Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc.

MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or cofunded in terms of the applicable prescripts or collective agreements. REQUIREMENTS : B-Degree/National Diploma as recognised by SAQA; A minimum of 6 years property-related experience. Competencies: Knowledge of the following: Applicable legislative and regulatory requirements, policies and standards; Management principles;

Labour relations; Human Resource Management Processes; Project management; Communication (written and verbal) skills in at least two of the three official languages of the Western Cape: Ability to work under pressure and meet deadlines.

DUTIES : Facilitate and supervise the maintenance of a complete record of valid leases and maintain an updated lease management system in respect of all immovable assets within the leasing–in portfolio; Assist in the negotiations with prospective/existing landlords in respect of new leases, renewals and cancellations and the optimal utilisation of leased-in space;

Facilitate and supervise the maintenance of a complete record of all disposals within the leasing out portfolio; Maintain an updated disposal management system in respect of all immovable assets within the portfolio and assist with the implementation of disposal strategies for superfluous provincial immovable assets in terms of legislative requirements, policies and procedures;

Execute and supervise interventions in line with the maintenance strategy relevant to the portfolio to ensure best value for money; Supervise property rates payment processes, municipal utilities payment processes, all debtor management functions and the regular and accurate maintenance of the credit management system;

Management of the human resources of the Sub-Directorate to achieve the predetermined performance indicators and service delivery imperatives; Assist with budgetary inputs and ensure the recovery and expenditure through responsible implementation of policies, practises and decisions in order to achieve unit objectives effectively and efficiently.
