Rail Infrastructure – Deputy Director

Overview

The Industrial Development Policy Development Division within the dti has as vacant position for a Deputy Director: Rail Infrastructure which is now open for applications.

Duties

Develop and review the rail infrastructure sector development strategies
Provide support in the management of the Industrial Policy Action Plan (IPAP) processes
Identity stakeholders and develop engagement and communication plans for the sector
Handle all the queries and requests regarding the rail infrastructure sector
Compile monthly progress reports on the performance of the sector and ensure that projects executed within time, quality and budget
Establish and maintain an electronic databases for sector analyses reports
Provide support to State Owned Companies (SOC’s) in driving their Supplier Development and Localisation (SD&L) and Competitive Supplier Development Programmes (CSDP) to leverage procurement for local industrial development
Conduct research to identify challenges and opportunities to support localization within the rail infrastructure sector and identify sector development interventions

Requirements

National diploma or degree in Economics, Transport Economics or related Engineering
Good knowledge and understanding of the Rail Infrastructure Sector
Minimum of 3 – 5 years managerial experience in Economics or relevant rail field
Knowledge of the Public Finance Management Act, National Development Plan (NDP), Preferential Procurement Policy Framework Act (PPPFA) and the designation of sectors for local manufacture and procurement
Analytical, communication, negotiation and Interpersonal skills
Good knowledge and understanding of the policy development processes
Computer literacy with good report writing skills
Good knowledge of Contracts or Project Management
Understanding of basic Rail infrastructure processes
