Job Purpose:
To actively manage the development of relevant South African National Standards (SANS) and other related publications from conception to approval by facilitating stakeholder consensus through technical committees.

 

Key Performance Areas:
Develop relevant South African National Standards that are aligned to national trade imperatives:

Develop relevant South African National Standards are developed and revised
Ensure that the Division’s programme of work supports industrial development and is aligned with national imperatives e.g. the dti’s IPAP initiative
Develop standards that support South African exports
Ensure that South Africa’s industry requirements are advanced when new international standards are developed or revised
Understand of the international trade environment and determine the impact that newly developed standards/regulations have on the South African industry
Adhere to standards development processes as to ensure the integrity of new and revised standards:

Develop standards that comply to the standards development processes e.g. SANS 1-1
Develop standards within the WTO/TBT requirements
Ensure that a representative stakeholder base is consulted when new standards are developed and revised
Ensure that technical committees are representative and must also include SMMEs and regional stakeholders
Manage succession planning and demographics within technical committees
Ensure that the content of standards are accurate and are presented in a manner that adds value to the end user
Manage stakeholder participation within Natural Sciences Sector:

Manage all committees, standards production and stakeholders within the Natural Sciences sector
Establish the need to participate in International committees including membership levels and identify the standards projects that South Africa should follow
Ensure that leadership opportunities in the international committees are identified e.g. Chairmanship, secretariat, WG convener etc. and discussed and that a position paper is approved by the Standards Division
Ensure that the mandate/South Africa’s interests on international work items have been defended by the delegate representing South Africa and take action accordingly
Ensure that all committees meet as planned and have updated Strategic Policy Statements
Manage participation in international standards development
Work with the Committee manager to improve the profile of the committees as identified by applying the criteria for effective committees
Commission discussion papers during the development of complex standards to stimulate debate
Conduct workshops with SMEs and other stakeholders on standards that will affect them prior to the development of standards and ensure that their inputs are included during the actual development of a standard
Ensure that some technical committees meetings are held in the regional offices outside Gauteng
Chair committee meetings effectively (if elected as chair or have to stand in for chair)
Prepare reports for management and industry as and when required
Actively take on leadership roles in International standards development committees, i.e. WG convener and Committee secretariat (where applicable)
Responsible for all logistics for international meetings held in South Africa (where applicable)
Manage productivity and the standards development process:

Manage and coordinate the work programmes of different technical committees
Applying and communicating rules, policies and SAC decisions related to standards development and production
Providing assistance, guidance and training (where necessary) on SABS procedures to employees and other stakeholders
Acting as a primary interface between technical committees and SAC including the development of briefings and updates
Develop new areas including the building of a network of contacts and fostering increased participation of related organizations in existing and potential new committee activities
Plan and allocate resources appropriately within sphere of control
Ensure that the objectives of the business unit is met appropriately
Compile of budgets and forecasts
Control and management of expenditure as well as financial results
Implement of the performance management system and development of personnel in line with the SABS policy
Ensuring that the Business Unit is fully resourced and all employees are appropriately developed and given the necessary resources
Maintain good working relationships and teamwork within the Business Unit
Ensure that all stakeholders are informed and kept up to date with the status of projects and initiatives within sphere of control
Ensuring of dialogue between internal and external stakeholders
Contribute to continued improvement initiatives in the production process
Troubleshooting difficult projects internally and externally
Qualifications And Experience:
B. Degree/National Diploma in Quality/risk/environment/information technology or related discipline
8 years relevant experience, 5 years in management, 2 years in middle management
Project management experience would be an advantage
Understands the environment in which standards are developed
Excellent command of the English language
Computer literate (MS Office, Internet etc.)
