Job Purpose
- To manage + oversee development + implementation of frameworks, strategies, + solutions that would positively impact human resources in SARS.
- The Senior HR Manager will keep abreast of new age HR practices + processes + will support Executive + Senior Management to transform SARS as a world class organisation.
- The Senior HR Manager originates + leads HR practices + objectives that will provide, employee-oriented, high performance culture that emphasizes empowerment, quality, productivity + standards, goal attainments, + recruitment + ongoing development of a superior workforce.
- The Senior HR Manager coordinates implementation of services, policies, programmes through HR staff + assists + advises business about HR issues.
Job Objectives
As an HR Business Partner, the Senior HR Manager has multiple roles within the SARS HR role framework
Strategic
- Ensures continuous collaboration + partnership with executive leadership team
- Aligns executive practices with best practices in HR
- Supports managers to recognise, manage risks + probability of success in their endeavours effectively
- Facilitates strategic and/or operational plans, projects and programs for Business and HR
- Provides high quality inputs to business unit plans
- Creates recruiting, talent management, performance management+ reward + recognition strategies
- Directs + manages HR programs for business
- Reviews business + HR performance measures + advises management on human capital implications
- Advises: Human Capital planning + Sourcing
- Facilitates compliance with appropriate corporate strategies, regulations + policies
- Realigns HR to ensure tacit partnership to ensure operational excellence
- Provide a comprehensive HR service to Executive +Senior Management.
- Oversees development of HR department
Change Agent
- Creates, delivers tailored HR solutions specific to divisional strategy + needs
- Monitors leading indicators of performance, advises management on impact of business drivers, issues, + challenges.
- Champions organisational effectiveness measures through culture change + employee communications programmes
- Partner with Head Office during HR Projects implementation
- Monitors + measures changes programmes to ensure successful delivery over long term
Administrative Expert
- Engage with shared service centre to ensure effective delivery of HR transactional services
Employee Champion
- Align employee capability with business strategy
- Build and retain intellectual capital+ talent
- Champions high performance people management practices to meet business aims
- Promotes diversity+ quality in people management techniques + leads by example
Knowledge and Skills
- Knowledge + experience in Labour Relations field is a prerequisite
- Capability to interact with Executive leadership of SARS
- Operationally hands-on and strong strategic capabilities

Education and experience
An appropriate Bachelors degree
An Honours degree would be preferable
10 Years hands on experience in unionized HR environment, of which at least 4 years at a managerial level
