1. SENIOR ADMINISTRATIVE OFFICER: BUDGET 3 POSTS REF NO: SD/2015/03/18
SALARY : R227 802 per annum (plus benefits)
CENTRE : Johannesburg: Head Office
REQUIREMENTS : Applicants must be in possession of the following: A three year B.Com d Degree
or equivalent qualification in Accounting plus 2 years relevant experience in
budget and expenditure management environment or grade 12 with 5 years
relevant experience in budget and expenditure management environment. Good
knowledge of the PFMA and Treasury Regulations. Knowledge of government
budget process and procedures. Understanding of cash flow management
process and financial systems in use within the public sector such as BAS and
SAP. Good communication skills and ability to work under pressure. A valid
driver’s license.
DUTIES : The successful candidate will be responsible for the following: Support
programme managers on financial planning and budgeting matters. Identify and
correct misallocation of financial transactions on the reports. Monitor and
manage budget for Head Office, Regions and Institutions. Consolidate budget
inputs from programme managers and ensure that it reconcile to the approved
budget letters. Capture budget on BAS as per published estimate of provincial
revenue and expenditure. Ensure that sufficient funds are available before
payments are processed. Provide line managers with expenditure reports on a
monthly basis. Maintain sound financial reporting in accordance to the PFMA and
Treasury Regulation. Perform general administrative work which includes the
drafting of letters and memorandums. Maintain proper filing system of all budget
correspondences. Compile financial and ad hoc reports as required by
management.

CENTRE : Johannesburg: Head Office
REQUIREMENTS : A three year Degree / National Diploma or studying towards a qualification in
Internal Control or matric with 5 years’ experience working within the internal
control or internal auditing environment. Basic knowledge and understanding of
PFMA and Treasury Regulations. Analytical skills, problem solving skills, conflict
management skills. Good communications skills, both written and verbal,
interpersonal skills. Good planning and organizing skills. Computer literacy (MS
Word, Excel, MS Power Point) A valid driver’s license.
DUTIES : Conduct planned internal control assessment according to planned program and
risk areas identified within the department. Conduct entry and exit meetings with
relevant line management at Regions and Institutions or Head Office Directorates
regarding assessments. Be able to present the engagement letter and final report
on findings and specific recommendations to respective line managers. Assist
line managers to develop appropriate action plans to address all control
weaknesses identified their area of control. Compile detailed internal control
assessment procedures including data sheets for use during conducting the
assessments. Assists during audit processes to compile and quality check
requested information prior to submission to auditors and within agreed timelines.
Assist the audit processes by accompanying auditors on visits and inspectors
across the department within specified timelines. Be able to determine
compliance with relevant legislation, policies and procedures and also to identify
policy gaps which need to be addressed. Be able to facilitate as well as conduct
quarterly key control assessments within the department and resent final
dashboard to manager for review. Proper administration, maintenance and
safekeeping of assessments reports and relevant information. Assist program
managers with implementation of corrective action plans recommended by the

REQUIREMENTS : A three year Degree in Risk Management or studying towards an equivalent Risk
Management qualification or Matric with 5 years’ experience working within the
risk management environment. Basic knowledge and understanding of PFMA,
Treasury Regulations Good communications skills, both written and verbal,
interpersonal skills. Good planning and organizing skills. Computer literacy (MS
Word, Excel, MS Power Point) A valid driver’s license.
DUTIES : undertake monthly visits to regions and Institutions to tract progress of
implantation of action plans through evidence collection processes and for risk
assessments and verification. Annually undertake the risk review at regions and
institutions with support of immediate Supervisor. Assist management in
development of action plans to mitigate risks identified. Capture risk
management information into department risk register (ban Owl System).
Perform secretarial function for Departmental Risk Management Committee
meetings. Assist in coordinating and co facilitating risk assessment workshop
and all logistical arrangements. Coach risk owners when compiling of action plan.
Review action plan and assess feasibility and practicality before accepted.
Perform risk awareness according to the plan and approved schedule with or
without support of immediate supervisor. Promote a risk management culture
within the department and offer support to those clients in need.

software in either Net framework or the YII framework, 2-3 years’ experience in
web design and content management. 2-3 years’ experience in software analysis
