SITA was established in 1999 to consolidate and coordinate the State’s information technology resources in order to achieve cost savings through scale, increase delivery capabilities and enhance interoperability.
SITA is committed to leveraging Information Technology (IT) as a strategic resource for government, managing the IT procurement and delivery process to ensure that the Government gets value for money, and using IT to support the delivery of e-Government services to all citizens.
In short, SITA is the IT business for the largest employer and consumer of IT products and services in South Africa – the Government.
SITA is managed as a private company. It was registered with the Registrar of Companies as “State Information Technology Agency (SOC) Ltd”, registration number 1999/001899/07, on 29 January 1999.
However, the Government is the sole shareholder and the rights attached to the shares shall be exercised by the Minister of Public Services and Administration on behalf of the State.
The reduction of costs while delivering effective and efficient IT services is a critical success factor for Government. Any provider of IT services to Government has an ethical mandate and obligation to ensure that the services offered are viable and most of all, cost effective.
One of the main objectives of Government is to reduce operational costs as IT infrastructure expenditures consume a sizeable amount of Government’s current operational costs. Reducing the operational infrastructure baseline by means of optimisation is the easiest method to decrease IT support costs without compromising Government’s capability to improve services to citizens.
SITA was formed to ensure consolidation and integration of IT services provided to the different Government Departments and simultaneously reducing IT operational costs through economies of scale.
The means of achieving this specific objective is by utilising the services offered by SITA LDS (LAN & Desktop Services) whereby LAN (Local Area Network) based infrastructure services such as the management and maintenance of switches, servers, desktops, etc. are offered.
LDS is a new service now being presented to all Government departments. SITA has, however, been providing these services to the DOD (Department of Defence) for numerous years. LDS services can be easily customised according to customer requirements and combined with other SITA services to provide an end-to-end IT support service.
