This position leads and directs a specialist procurement team responsible for providing technical and strategic advice and support for the development and administration of all procurement and contract management related activities for the Airline.

Job Summary:
Manage the delivery of a major part of the organization’s procurement strategy

Support the overall organizational strategy by developing and delivering operational plans and outcomes to ensure supply chain activities meet the strategic business requirements.

Contributes to the development of Divisional strategies and policies as they relate to procurement and contracting.

Develops insightful suggestions for sourcing, procurement and inventory controlling, ensuring cost reduction and guides strategic business decisions on the same.

Develops central procurement plan covering a rolling year period to ensure that all activities can be forward planned and that adequate resources exist

Engage with the business to identify the key procurement priorities and ensure that resources are assigned accordingly

Manage the engagement of procurement consultancy where specialist services are required, or existing resources cannot meet requirements

Maintains a process of review for all Contracts, Supplies and Suppliers ensuring that maximum value for money benefits are achieved through supplier rationalisation, developing an Approved Supplier list year on year

Development of complex and high-risk contracts including procurement planning, tender documentation and evaluation, contract formation, in consultation and negotiation with stakeholders.

Effective contract management across the business with regular reviews, development of Service Level Agreements and key performance measures

Monitor trends in supplier and contract base and propose/implement plans to respond to such trends

Set procurement savings targets each year in conjunction with the Director of Finance and monitor delivery against targets

Prepare a quarterly report to the Executive Team, Board and Audit & Risk Committee providing a review of procurement activities and achievements

Lead and coordinate the development and delivery of Policies, guidelines, and protocols in own area of specialization to ensure the company complies with regulations, best procurement practice and governance.

Plan and deliver procurement systems changes and manage the team on a day-today basis to meet project timelines, quality and budget requirements.

Analysing supply chain, trends and operational results and risk to ensure continuity of service and company performance

Utilising BI tools to optimize delivery and offer meaningful insights into business performance

Formulates overall tender strategies for Divisional projects

Directs the implementation of Divisional projects

Coordinates synergy across systems and divisional projects

Directs analysis of relevance of emerging trends on Financial systems and project solutions

Identify safety and/or security risks and develop plans to mitigate identified risks

Develop systems to monitor adherence to safety and/or security standards

Lead continuous improvement projects to improve safety and/or security in the workplace

Provides Business Change Support to implementation of initiatives and change projects to ensure successful delivery.

Co-ordinate the effective management of suitable key strategic models to enable business activities to remain protected and opportunities maximised (PESTLE, SWOT & Orbit)

Manage and reports on the organization’s risk management and/or control process. This includes contributing to the development and implementation of risk management policies and procedures.

Set up and maintain a control framework to ensure that all procurement activities are effectively managed and are in accordance with the Contract Standing Orders, Procurement Toolkit and Regulations

Formulates Scorecards, Monitors and report on business plan Performance

Hold direct reports accountable for performance planning and achievement of business plans

Requirements:
Minimum Education Required:

•A recognized Degree in Supply Chain Management, Materials Management,
MCIPS or equivalent.

Minimum Experience Required:

•A minimum of eight (8) years post graduate experience of which four (4) years should have been in a role in middle to senior management level.

•Airline/Aviation experience will be an added advantage
