Job Title

ASSISTANT PROJECT ADMINISTRATOR (4 positions) Kwazulu Natal

Employment: Contract

Location : KwaZulu Natal

Remuneration

(Inclusive remuneration package of R12, 346 per month) Fixed term contract from 1 August 2015 until the last day of the first full month after the Election Day.

Overview

Job Purpose:

To contribute towards strengthening electoral democracy processes by assisting in the administration electoral projects and programs of the Electoral Commission at the provincial level towards the 2016 Local Government Elections. Fixed term contract from 1 August 2015 until the last day of the first full month after the Election Day (i.e. if elections are held on a day(s) in May 2016, the contract will terminate on the 30th of June 2016)

Responsibilities/Duties

Main responsibilities of the job – Assist with administration of the following projects:

  • Assist the provincial project owner with administration of projects at provincial level
  • Gathering project implementation status reports from 51 (fifty one) local offices and consolidation on a regular basis
  • Monitor implementation of electoral projects at local level on electoral systems such Electoral Staff, Voters Roll, Issue tracker, Voting Station Monitoring; Voting station Operations, Logistics Information etc.
  • Educate and advise the public on electoral processes and activities
  • Collation of supporting documentation for payments processes at provincial level relating to local level
  • Complete payment documents with payment information
  • Update payments and projects files
  • Coordinate travel logistic for provincial project coordinator
  • Raise purchase requisition on SAP for travel logistics and projects related procuremen
  • Liaise with local office staff on electoral project implementation
  • Take minutes of projects meeting
  • Collect statistics of registration activities at local municipality level and compile a consolidated report
  • Assist with training logistics
  • Post-election activities – roll-back, debriefing and reports
  • Any other duties delegated from time to time.

  • Basic Project management skills (advantageous)

  • Understanding the legal framework (advantageous)
  • Ability to work under pressure
  • Ability to meet deadlines

Requirements

Minimum Requirements

  • A tertiary qualification or alternatively Matric/N3 plus at least 2 years relevant working experience (i.e. administrative and/or project management) and a valid driver’s licence.
  • Prior electoral experience and knowledge of electoral legislations processes and procedures will be an added advantage

Other requirements:

  • Must reside or be familiar with the province of Kwazulu Nata
  • Must have knowledge of the provincial office of Kwazulu Natal and leadership skill
  • Must not hold any political position or be involved in any political parties’ campaigns
  • Should possess a valid driver’s licence.

Specific Requirements:

No person shall be appointed who –

  • is under the age of 18 years
  • is not a registered voter
  • is not a South African citizen
  • has a criminal record, without consulting the CE
  • is or has been a candidate in an election for the National Assembly, a provincial legislature or a municipal council in the last five year
  • has been an office bearer of a political party in the last 5 year
  • has been an office bearer of any other organisation or entity that has party political aims during the last 5 year
  • is related to an employee of the Electoral Commission in the Kwazulu Natal Province, without consulting the PEO.

More Information

The above position is on a fixed term contract basis, until the last day of the first full month after the Election Day. The Electoral Commission will only correspond with successful candidates and interviews will be conducted with short-listed candidates on a date and time specified by the Interview Panel. The Electoral Commission is under no obligation to fill the positions after advertising it.
