An appropriate tertiary career-related qualification (3 year diploma or degree) in Town and Regional Planning or equivalent qualification
Five (5) years’ experience in Town and Regional Planning
Two (2) years’ experience in Capital Investment Planning
Valid Code B driver license
Computer literate

Understand and have knowledge of the Municipal Systems Act 32 of 2000 in the development of the City’s IDP, MSDF and RSD’s as well as City Strategies and Spatial Planning; Knowledge of the Budget/IDP/CIF cycle and the MFMA and understanding the purpose of each as well as the roles and responsibilities of departments; Skills to liaise with internal and external departments and other stakeholders and to coordinate projects and processes across departments/disciplines; an above average professional; innovative; imaginative; energetic; team worker; intelligent; has integrity; hard working; pro-active; independent; requires little supervision; willing to accept responsibility; Good communication skills; negotiation skills; leadership skills; project management skills; budget management skills; analytical skills; organizational skills; advance linguistic proficiency; Presentation skills
Duties:
Coordinate the City’s strategic programmes for informing IDP and Budget formulation as guided by legislative framework
Compilation and prioritization of City investment projects and programmes
Provision of relevant input, clear guidance and support to the IDP and Budget office and departments
To conceptualize, draft and complete policy requirements related to Capital Investments Planning
To carry out necessary technical evaluation procedures
To obtain and integrate regional and sectoral planning inputs (Internal and external)
To train colleagues to ensure the CIF and other current accepted planning practices and related legislation are properly understood and applied
To monitor the implementation and applications of the CIF
To ensure that the strategies and projects emanating from MSDF, RSDF’s and other sector plans are implemented in the identified priority areas
