The purpose of the job is to lead the development and implementation of the Corporate Services objectives and functions to ensure delivery of efficient and effective services in the areas of legal, human resources, communication, marketing and stakeholder relations, and facilities management.

Job Summary:
You will work within the Council for Medical Schemes and report to the Chief Executive & Registrar. You will be responsible for:

•To lead and coordinate the development of the strategic plan, annual performance plan, and operational plans of the different Corporate Services sub-divisions to ensure statutory reporting within set deadlines.

•To ensure alignment of strategy and budget allocations on an ongoing basis.

•To manage, monitor, and take accountability for performance of Corporate Services division.

•To advice governance structures on new legislative developments and other relevant legislative matters.

•To develop, review and recommend changes to policies and implementation procedures on approval.

•To manage organisational agreements and other legislation impacting the functioning of the CMS.

•To maintain and protect the CMS Brand and to effectively manage both the internal and external communications function of the organisation and protect CMS’s reputation.

•To build and maintain effective liaisons with various stakeholders to ensure improved quality of service to meet organisational objectives.

•To lead the strategic and operational requirements of human capital management and development to ensure that appropriate HR systems, HR processes and HR advice are in place to enable continuous improvement and effective and optimal management of CMS’ employees.

•To provide practical, effective, and compliant OD advice and support at operational and strategic level across the organisation.

•To oversee the maintenance and services of work facilities to ensure that they meet the needs of the organisation and the employees.

•To manage sub-ordinates on an ongoing basis within key deadlines according to their KPA’s and KPI’s.

•To liaise with external stakeholders and to develop strategic relationships to inform CMS strategy on an ongoing basis within key deadlines.

•To build and maintain long term relationships with expert support panels to ensure improved quality of service to meet company objectives on an ongoing basis.

•To ensure the active engagement with stakeholders on issues affecting the medical schemes environment and our Regulatory function through industry advisory committees on an ongoing basis.

•To ensure compliance with internal financial controls and the PFMA in the area under your control on an ongoing basis.

•To tie strategic objectives of the CMS to annual and medium-term budget proposals.

•To oversee and account for the management of audit activities effectively across Corporate Services division.

•To oversee and account for the effective and efficient budget management activities within the division.

•To oversee and account for the management of effective and efficient risk management activities.

•To ensure daily optimum utilisation and improvement of the Human, Information and Organisational capital in your functional area to improve the Organisation’s utilisation of its Human, Information and Organisational resources.

•To perform any additional responsibilities or tasks according to specifications as and when required.

Requirements:

Skills and Knowledge Base – The successful candidate will have the following key competencies and skills:

•A Master’s degree qualification at NQF Level 9 in Social Sciences or Business Management, and ideally have a legal qualification with a strong track record in overseeing Legal services/ Human Resources/ Marketing, Communications and Stakeholder Relations services;

•A minimum of 15 years’ working experience, of which 5 years must be at Senior Management level in a Corporate Services environment and 5 years in implementing change and improvements within legislative framework knowledge of Public and Healthcare Industry;

•Admission as an attorney and/or advocate and/or registration with South African Board for People Practices (SABPP) and/or registration with CPR or APR at Public Relations Institute of Southern Africa will be an added advantage;

•Knowledge of leadership and management principles as they relate to the organisation;

•Knowledge of all related legislation impacting and influencing the functioning of the organisation (MSA, PFMA, BBBEEA, LRA, EEA etc.);

•Sound knowledge of strategy and policy formulation;

•Knowledge of ethics and corporate governance;

•Knowledge of business risks and mitigation strategies;

•Knowledge of the healthcare industry and public health principles;

•Stakeholder relations management and marketing management;

•People management, financial and project management skills;

•Excellent communication skills (written and verbal);

•Attention to detail, analytical skills, and ability to handle pressure;

•Ability to motivate and influence others; and

•Computer literacy.
