Deloitte Consulting LLP seeks a short-term Power Utility Transmission & Distribution Advisor to support Outcome 3 of the USAID Southern Africa Energy Program (SAEP): improved regional harmonization and cross border electricity trade. Specifically, SAEP is working to improve planning, operational and trading capabilities of market participants working within SAPP (Southern African Power Pool). This will improve the operations and increase the transmission capacity, reliability and redundancy of the SAPP interconnected transmission system. At the same time, it will optimize the Southern African power market and enhance the commercial viability of major regional infrastructure projects.

Position Description and Responsibility

The Malawian power utility company ESCOM is currently not interconnected to the greater SAPP system but plans to be interconnected to Mozambique in 2021 and to Zambia thereafter. To this end, ESCOM personnel need to be prepared to operate in an interconnected system and the following areas may require capacity strengthening:

  • The theory and practical consequences associated with the migration from isolated frequency control to communal control
  • Inadvertent energy management
  • Loading of schedules on the interconnector – ramping and change of schedules
  • Use of the state-of-the-art SCADA system installed under the MCC funded project to do system operational modeling and other operational functions that the system can offer
  • Operating an isolated system vs. an interconnected system
  • Communications under normal and emergency conditions
  • Rights and obligations of a SAPP member
  • Developing trading strategies

The Consultant shall use his/her education, experience, knowledge of international best practices, and additional understanding gleaned from the background and objective specified in sections A and B above to accomplish the following:

Responsibilities

  • Introduce ESCOM personal to SAPP Coordination Centre (SAPP CC) and SAPP utilities operating in the interconnected SAPP system by doing the following:
    • Develop a program that includes theory, practical exposure to SAPP CC and arrange an exposure trip with SAPP CC
    • Accompany ESCOM personnel on exposure trip
    • Develop a program that includes theory, practical exposure to two sister utilities and arrange an exposure trip with the two sister utilities
    • Accompany ESCOM personnel on exposure trip
  • 6-months prior to the commissioning of the Mozambique interconnector the consultant will conclude the following tasks:
    • Conduct a desk top review on operating in an interconnected system
    • Conduct a Training Needs Assessment, with focused attention on operating in an interconnected system based on lessons learned from the exposure trips
    • Develop a training schedule and training material
    • Conduct three classroom training sessions for ESCOM personnel
  • Excluding the areas mentioned above, capacity building through the consultant to include the;
    • Development of specific System Operation Guidelines based on the outcome of the theoretical and practical training
    • Modelling of the SAPP Interconnected System, in the new ESCOM simulator, to enable the simulation of various operations on the interconnected system such as:
  • Energization and de-energization of the Interconnector; and
  • System behavior during a disturbance on the Interconnected system disturbance
    • Development of at least 5 different case studies on the simulator. System supplier of simulator may have to assist with the above two
    • Conduct practical training on simulator
  • Develop and issue a report on the training activity that summarizes the training, lessons learned which can be used as a tool for interconnecting isolated SAPP member countries moving forward

Educational Qualifications and Experience

  • Bachelors degree or equivalent in related fields
  • Minimum 15 years of practical experience working with utilities and 5 years in a supervisory or management position
  • Must have experience in developing country environments and experience in Southern Africa would be an advantage
  • Experience interfacing with National Control Centers and the SAPP CC
  • Experience in utility T&D operations, performance improvement, loss reductions and connections
  • Demonstrated understanding of power system economics
