DISTRICT MANAGERS 2 POSTS
Component: District Management Services

SALARY : An all-inclusive remuneration R 819 126 – R 964 902 pa. This includes a basic
salary (70% of package), the state’s contribution to the Government Employees’
Pension Fund and a flexible portion (30% of package) that may be structured in
terms of applicable rules. The successful candidate will required to enter into a
Performance Agreement and sign an employment contract Salary Level: 13

REQUIREMENTS : An appropriate 3 years qualification B Degree/ National Diploma in Public
Administration or any equivalent qualification with 10 years’ experience at
management level. Sound knowledge of government policies and prescripts is
highly recommended. Key Competencies; Candidate must have an
understanding of Strategic and business management at senior management
level. Resource management (people, finance, assets, equipment, consumables,
etc.) at senior management level. Skills Required: Sound knowledge of Policy
implementation and measurement at senior management level. Programme and
project management at senior management level. Process and systems
management at senior management level. Customer and quality management at
senior management level. Problem Solving. Communication. Conflict resolution.
Change Management. Self-Management. Labour Relations.

 

DUTIES : To develop, implement, monitor and evaluate operational plan for the district in
line with the strategic plan of the department. Provides leadership, organises and
administers district functions pertaining to the following programmes:
Administration Public Transport Traffic Management Community Transportation.
Ensure successful completion of all service delivery projects taking place within
the district. Determine the overall budget requirements for the district. Manage
and monitor expenditure patterns in line with the provisions of the Public Finance
Management Act. Establish partnerships with other government departments and
private sector organisations within the district. Continuously strive to achieve
performance improvement in the district. Perform all delegated responsibilities
linked to the portfolio of a District Manager. Establish, implement and maintain
appropriate management systems in order to meet performance expectations.
Manage customer and stakeholder coordination and cooperation within the
district. Market departmental programmes throughout the district. Manage human,
financial and material resources of the district. Draft and submit all statutory
reports required from the district. Manage the implementation of PMDS in the
district.
