The Early Learning Resource Unit (ELRU) is an organisation based in South Africa working in the field of early childhood development. Job Title: Finance Officer
Job Location: Cape Town

All-inclusive salary package negotiable on experience

Responsibilities include:

  • Prepare the cashbook, trial balance, income statement & balance sheet
  • Compile a full set of monthly financial accounts for the finance committee; prepare quarterly financial accounts for board meetings and financial information for the AGM and Annual Report
  • Financial reports to funders, management, staff and Board
  • Review funder agreements and meet funder financial reporting requirements
  • Prepare and maintain the annual organisational budget, monitor actual expenditure vs. approved budget and produce monthly variance reports for various programmes
  • Amend and update financial policies
  • Perform activity based costing and support the Director and the Fundraising team with all financial aspects for grant proposals including donor liaison, receipt of grants and distribution of S18A certificates
  • Perform bi-annual internal audits and manage the annual external audit process
  • Administer effective cash flow of bank accounts and ensure the best return on investment of funds
  • Ensure statutory compliance in terms of the legislative framework and implement internal controls to ensure adherence to financial policies, processes and procedures
  • Administer procurement including vendor database administration
  • Payroll administration
  • Complete and submit monthly Tax, UIF and VAT returns to SARS and file the Annual Tax & Workman’s Compensation Returns
  • Ensure payment of royalty fees, insurance premium and process insurance claims
  • Supervise and manage staff within the Finance Department

Requirements:

  • A relevant Finance related qualification
  • Proven track record in developing and maintaining budgets, bookkeeping, payroll and financial administration
  • Previous experience implementing financial policies and procedures, conducting internal audits and preparing for external audits
  • Practical working knowledge of VIP, QuickBooks and Pastel
  • Advanced computer literacy in MS Office specifically Excel
  • Working experience in an NGO environment and a valid code 8 driver’s licence is an added advantage
