EDC, with funding from USAID, is implementing the South Africa School-Based Sexuality and HIV Prevention Education Activity, a contract that supports the South African Government to reduce HIV infections in students and teachers by assisting the Department of Basic Education (DBE) to implement high quality, evidence-informed sexuality and HIV prevention education programs.

The DBE recently released its new National Policy on HIV, STIs and TB to support the prevention, treatment, care and support of all learners, educators, school support staff and officials in the basic education sector, in all public and independent primary and secondary schools in the Republic of South Africa. Compulsory Comprehensive Sexuality Education (CSE) and the provision of Care Services are strategies included in the policy to realise a systematic and sustained response to HIV and TB. These strategies align to and present the sector’s contribution towards the National Strategic Plan (NSP) on HIV, TB and STIs for South Africa, 2017-2022.

 

Job Title: 4 Monitoring and Evaluation (M&E) Officers

Job Location: South Africa

 

Duties

Under the overall guidance of the M&E Director and direct supervision of the M&E Specialist, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely data inputs, and for ensuring that the project activities result in the achievement of its intended outputs in a timely manner.

The M&E officer will be responsible for implementing the M&E activities of the Project at the district level. The incumbent will work with the Provincial Operations Manager in collecting implementation data from schools and trainings. S/he will be responsible for entering the data into the EDC DBMIS, analyse the different data and preparing Monthly/Quarterly/Semi-Annual reports on project progress.

The Monitoring and Evaluation Officer works in close collaboration with project team and Department of Education provincial and district based teams, and other USAID funded non-government organizations.

Duties and Responsibilities

Data Collection and Monitoring Implementation

  • Liaise with Provincial Operation Managers on data collection, ensuring that the SOPs are adhered to and the right tools are used at all times.
  • Visit schools for data collection and school profiling
  • Carry out an audit on Scripted Lesson Plan book delivery and use in schools
  • Monitor implementation by the trained educators
  • Identify and communicate any issues that are delaying progress in a timely manner
  • Lead the systematic data collection and analysis of program indicators

Data Capturing and Analysis

  • Capture all the learner data into the EDC database
  • Record and track courier and receipt of training and assessment tools from EDC trainers
  • Capture the training registration and training assessment data into an online data collection system and courier the hard copies to EDC Pretoria office at the end of each training
  • Work with M&E Specialist to analyze data for donor-requested reports

Capacity Building and training support

  • Participate and take up the session on M&E trainings during the district and provincial trainings
  • Provide ongoing M&E capacity building as maybe required at the school and district levels

Data Quality

  • Coordinate and support on-site data verification visits
  • Coordinate internal Routine Data Quality Assurance (RDQA) sessions and ensure that findings are shared with M&E team
  • Ensure data quality criteria are met at all levels of the data management process
  • Ensure that indicator data evidence is submitted by technical teams in a timely fashion, is reviewed for completion, and is filed as per standard operating procedures
  • Identify missing data, inconsistencies and errors and follow-up or report on missing data or errors
  • Perform regular data backups

Documentation and Data Storage

  • Maintain records of program and project data, lessons learned, and best practices and share with all concerned
  • Ensure implementation and maintenance of project databases and maintain a functional physical document management system at the district level

Data Use and Learning

  • Support the M&E team to implement surveys to assess project impact
  • Support the team with data reporting for success stories, quarterly reports and annual reports
  • Assist in conducting performance reflection, learning and review meetings with the technical team

Perform other duties as assigned by the M&E Specialist

Skills and Abilities:  

  • Bachelor’s degree in Health Sciences, International Development, Social Sciences, Health Informatics, or related fields.
  • A qualification in Monitoring and Evaluation is preferred.
  • 2-3 years of experience in monitoring and evaluation
  • Advanced skills in Microsoft (Excel, Word and PowerPoint)
  • Driver’s license is compulsory
  • Experience in working on databases (online beneficial)
  • Experience cleaning, entering, aggregating and generating reports from data using database platforms
  • Ability to do data visualization into infographics and design clear and attractive presentations and other communication documents to communicate results are an added advantage
  • Knowledge of online, open-source data collection tools and approaches and database environment ( DATIM, DIMES) are an added advantage
  • Excellent interpersonal skills
  • High level of accuracy, attention to detail and thoroughness
  • Ability to work under minimal supervision, be proactive, initiative and with sound judgment
  • High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic
