REQUIREMENTS : An Engineering degree (B Eng/ BSC (Eng) or relevant qualification. Three (3)
years post qualification engineering experience required. A valid driver’s licence.
Compulsory registration with ECSA as a Professional Engineer. (proof of
registration must be attached). Relevant working experience in the field of
planning, and operation and maintenance. Certificates in project Management will
be an added advantage. Knowledge of financial management. Knowledge of
strategic framework for water service, National Water Act and Water Service Act.

Knowledge of integrated water resource planning and management. Good written
and verbal communication skills, computer literacy, preferably in MS Word, Excel
and PowerPoint. Good planning and organizing skills. Computer aided
engineering applications. Knowledge of legal compliance. Technical report
writing.

DUTIES : DIVISION: PLANNING: Monitor projects and integrated water resource
programmes in the sub-directorate: Planning, Operation and Maintenance. Assist
and support the all water sectors (Mining, Industries, Energy, Agriculture and
Domestic) in the pre-planning, planning and implementation of the projects.
Ensure effective integrated water resource planning in the Region. Perform water
resource management function with other Directorates within the Region.
Evaluate project designs, technical drawings on MIG and RBIG projects and
recommend for approval. Ensure the development and evaluation of the
implementation readiness reports and feasibility studies by all water sectors.
Liaise with the WSAs and consultants regarding the development of the technical
reports. Act as the programme manager during the appraisal of the MIG and
RBIG. Evaluate and conduct technical reports and feasibility studies within Free
State Region. Compiling of the performance evaluation reports for all the water
sectors in the Region. Attend all integrated water resource planning meetings.
Liaise with all water sectors on infrastructure development programme.
Recommend on MIG projects, attend the IDP and PMU meeting with WSAs.
Produce analytical reports that reflect water service sector technical reports.
Update the monthly, quarterly and annual progress report as per the regional
operation plan. Manage, supervise and train the Engineering Technicians and
graduate trainees. Manage the division project budget and MTEF section budget.

DIVISION: OPERATION AND MAINTANANCE: Design new systems to solve
practical engineering challenges and improve efficiency and enhance safety.
Ensure that the objective of the strategic framework for water services are
efficiently implemented and maintained by all relevant institutions for delivery of
water services to end users. Monitor, regulate and render assistance to
municipalities on the operation and maintenance of water sanitation
infrastructure. Assist the supervisor with the support and regulation of
management issues with regards to infrastructure utilization by water service
provider (WSPs) and the water service authorities (WSAs). Liaise with and
support the WSAs responsible for water service operation and maintenance and
monitor programmes. Evaluate reports from WSPs and WSAs against O&M
milestone. Liaise with Technical managers in WSPs on non-compliance and
proposed corrective actions. Manage the refurbishment of transferred schemes.
Produce analytical reports that reflect water service sector technical reports.
Conduct technical research to improve expertise. Manage and develop Human
Capital within the O&M Division. Update the monthly, quarterly and annual
progress reports as per the Provincial operation plan. Manage the division project
budget and MTEF section budget
