ENGINEERING TECHNICIAN PRODUCTION GRADE A-C: TECHNICAL
INTERVENTIONS 2 POSTS REF NO: P 05/2015
Please note that this is a re-advertisement for the posts of Engineering
Technician Production Grade A-C: Technical Interventions (2 Posts) (Post
47/113), advertised in PSVC 47 of 2014, as no suitable candidates were found.

SALARY : R222 150 – R340 539 per annum (dependent on experience)
CENTRE : Head Office, Pietermaritzburg

 

REQUIREMENTS : An appropriate recognised Bachelor’s Degree / National Diploma in Civil
Engineering; plus a minimum of 3 (three) years post qualification technical
experience. Compulsory registration with Engineering Council of South Africa as
a Professional Engineering Technician, applicants registered as a Candidate
Technician do not qualify to apply A valid driver’s license (minimum code B).
Knowledge, Skills, Training and Competencies Required: Knowledge of various
administration policies and procedures. Knowledge of CETA, CIDB
requirements as well as Skills Development Act. Knowledge of interpretation
and compilation of management report. Knowledge of Project Management.
Understanding of policy research, analysis, objective and development
processes, project management and financial management. In-depth knowledge
of overall contractor development training. Knowledge of Labour Relations Act
and Public Service reporting procedures and work environment. Knowledge of
computer based information systems e.g. MS Excel, MS Word, PowerPoint, MS
Access. Knowledge of operating a variety of electronic equipment e.g.
multimedia projector. Knowledge of planning and organizing including Project
Management, specialized in the field of rural development engineering and
emerging contractor. Knowledge of research and implementing GIS standards.
Knowledge of GCC2010 contracts. Skills in the interpretation and application of
policy. Research, policy formulation and managerial skills. Ability to develop
technical training material. Problem solving, analytical and innovative thinking
skills. Strategic planning and co-ordination skills. Computer skills. Team
building skills. Excellent communication skills (verbal, written and networking).
Project Management skills. Presentation, facilitation and motivation skills.
Negotiation skills. The ideal candidate should be approachable, team orientated,
receptive to suggestions and ideas and be an innovative thinker.

 

DUTIES : Co-ordinate and drive B-BBEE initiatives within the Department: Identify and coordinate
developmental opportunities for maximizing SMME’s participation with
the sector. Establish Departmental B-BBEE forum. Develop improvement plan for the Departmental B-BBEE score card level. Analyze and review
Departmental BEE framework and Sector charters. Identify, co-ordinate and
monitor relevant training workshops for effective implementation of B-BBEE
within the Department. Co-ordinate and facilitate the Department’s annual
verification process. Assess the contribution of Departmental programmes to
achieve provision of target groups: Assist in the development of relevant SMME
policies and procedures relating to Technical support. Champion, drive and
develop business, Technical and economic empowerment strategic documents
and implementation plan. Provide inputs into the implementation of the pothole
pilot strategies. Provide continuous assessment into the strategies and analysis
of findings for the inclusion into empowerment frameworks. Develop and submit
short term draft policy proposal on the maintenance of the current Vukuzakhe
programme. Review of the long term plan for the Vukuzakhe Development
programme. Analysis on the current Vukuzakhe Programme. Develop, monitor
mentorship and training policies and frameworks towards SMME support.
Expand opportunities for SMME’s in the distribution industry and upscale support
initiatives: Identify opportunities for SMME development. Research, develop
Departmental long term conceptual frameworks for SMME development strategy.
Forging Public Private Partnerships to access SMME’s opportunities. Conduct
situational analysis on automotive industry. Develop proposal Incubator
document on automotive repair and maintenance. Promote stakeholder
management to ensure effective service delivery: Consult with emerging
contractors through the Vukuzakhe Association structures. Co-ordinate and
facilitate internal and external stakeholder forums for promotion of sector SMME
development. Assist in facilitating technical training workshops through
Vukuzakhe Association structures. Provide mentorship support to emerging
contractors: Assist in developing strategies relating to the appointment of
technical consultants. Assist in monitoring the implementation of mentorship
support. Assist with analysis of pre and post assessment evaluations for the
Vukuzakhe Emerging contractors and SMME’s. Assist in analyzing statistical
reports and process information on monthly basis. Assist in compilation and
control of budget for Technical Intervention Sub-Directorate.
