Minimum Requirements

Key Responsibilities
• Facilitate multi disciplinary work groups to compile risk specific occupational safety, health, hygiene, security & environmental risk assessment & audits processes by:
o Facilitating multi disciplinary and specialist safety, health, hygiene, security & environmental workgroups formulate risk specific risk assessments and audits.
o Co-ordinate related projects and monitor departmental and Regional performance against set targets.
o Ensure the maintenance of implemented safety, health, hygiene, security & environmental processes.
o Ensure safety, health, hygiene, security & environmental audit/s, data integrity and data security.
o Applying integrated risk assessment techniques and tools in alignment with legislation and best practices
o Develop and formulate risk strategies & processes to ensure risk mitigation in the region
o Provide professional guidance to the Region on the implementation of the risk strategies
o Reviewing the physical and activity based risk assessments on a continuous basis
• Implements, enhance and maintain occupational safety, health, hygiene, security & environmental programs within the parameters of legal requirements, ISO & best practices by:
o Researching, reviewing and identifying legislative and best practices which may impact improve or influence the Region/ Division.
o Co-ordinate the implementation risk specific program/s of dynamic risk identification and risk evaluation in accordance with occupational safety, health, hygiene, security & environmental requirements and within the framework of risk management.
o Advising the procurement department in the selection and placement of service providers and consultants in order to minimise the Regional legal and litigating risks.
o Developing a culture of safety and health within the Region by amongst others promoting the aims and benefits of proactive safety and health interventions.
o Developing information-receiving channels and disseminating the information to relevant parties including commenting on draft legislation for the division.
• Provide professional advice and guidance with respect to occupational safety, health, hygiene, security & environmental by:
o Keeping abreast of technologies, techniques and best practices.
o Aligning the regional processes with legislative and relevant governance requirements
o Monitoring trends within the region and aligning practices and processes with risk management control strategies
o Develop programs for addressing risk management control strategies
o Ensuring programs are implemented and maintained to mitigate the legal, civil and financial risks associated by the identified pure risks
• Analyse & assess the Regional needs with respect to Occupational Hygiene risks, implement and monitors control measures by:
o Identifying the Regional needs through the co-ordinating occupational hygiene risk assessments and the required services.
o Ensure the survey results obtained meet the Approved Inspection Authority and Department of Labour requirements.
o Evaluating and implementing recommendations made by subject matter experts and consultants on a prioritised basis.
o Design and implement awareness sessions for both management and operational role players to create awareness for the occupational hygiene risks
o Collate and report on the Region’s occupational disease statistics and ensure data integrity
• Develop and implementing of safety, health, hygiene, security & environmental audits by:
o Working closely with the systems, standards and procedures specialist
o Analysing historical data and benchmarked results in order to identify critical risks and key mitigating strategies.
o Provide operational direction in order to ensure that safety & health risks are managed and that all risk exposures are treated at operational level, reported at Divisional level, thereby encouraging improvement in the risk control performance.
o Ensure that auditors are trained, competent and operate effectively in order to implement and enhance safety, health, hygiene, security & environmental audits and processes (international standards and accreditation).
o Analyse and monitor audit results and repeat audit findings and implement mitigating strategies.
• Compile accurate projections on the integrated safety risk Ensure legislative and business risks created by accidents are managed by:
o Ensuring the effective management of injuries and occupational diseases through efficient diagnostic processes, disease reporting, recording and investigations, compensation for occupational injuries and diseases Act (COID Act) process management
o Ensure effective control, management and follow up of accidents where members of the public and contractor employees were injured or die as a result of making contact with Eskom assets/processes.
o Ensure data security, evidence collection and evidence preservation according to legal requirements.
o Ensuring effective implementation and communication of recommendations through verification and audit processes
• Develop and advice on implementation and evaluating the lifecycle of risk management processes and projects by:
o Evaluating service providers competence on risk related matters prior to being registered with Eskom
o Identifying and analyzing projects designs to identify safety related specifications in line with legislation
o Advice and evaluate contractors on compliance to the approved safety plan
o Advice line management , contractors and sub-contractors on legislative and governance requirements
• Development , implementation and monitoring of safety, health, hygiene, security & environmental standards and procedures by:
o Identifying emerging risks, business and legislative requirements
o Ensure alignment of Risk Management Standards and procedures with other business processes, requirements and best practices
o Interpreting and monitoring the requirements and ensuring correct implementation within the business and externally
o Revising and aligning current standards and procedures to the identified risk profiles and best practices
o Monitoring the effectiveness of the requirements in mitigation of the identified and emerging risks
