Job Title: Financial Manager: Management Accounting
Location: Muizenberg, Western Cape, South Africa

Salary: R 376,596.00 – 443,601.00 Annually

Job Summary:
RESPONSIBILITIES:
The incumbent will be responsible to perform the following functions:
•Preparation of budgets, schedules, and a submission letter to the DP Finance for review prior submission to the Fincom, monthly monitoring of budgets, i.e., actuals vs expenditure projections, formulation of projections, preparation of monthly variance reporting and analysis, monitor and report on expenditure trends and compile monthly management accounts and reports.
•Preparation of adjustment budget, submission letter to DP Finance for review prior submission to the Fincom. Identify amounts for shifting, virements, with specific reference to the enabling National Treasury regulations and the CET Act, submit via DPF to Fincom for approval
•Preparation of financial schedules for NSF, CFE, and other funders (SETA’s), costing of FBC activities and new projects/ programs, develop financial management policies, processes, and procedure, conduct financial planning, and provide input to the Strategic Plan, Annual Performance Plan, Operational plan, and other College compliance reporting

REQUIREMENTS:
•Grade 12 / Matric
•Diploma / Degree in Financial Management or Commerce with Accounting/ Diploma/ Degree in Cost and Management Accounting
•Five years’ experience in Finance with specific reference to the Budgeting process
•Knowledge of GRAP Standards and GRAP Framework
•Advanced Computer skills, i.e, Microsoft Excel, Word, PowerPoint
•Ability to develop templates for the collection of budget information
•Above Average Report writing
•Communication and analytical skills
•Knowledge of using Financial Accounting Packages
•Computer skills, i.e, Microsoft Excel, Word, PowerPoint
•Knowledge of working with ITS budget module

RECOMMENDATIONS:
•Drivers licence
•Have in depth knowledge of the budget preparation process, from start to final submission to approval
•In depth knowledge in the budget monitoring and advice to non -spending budget users
•Ability to have mechanism to avoid over-expenditure, unauthorised expenditure
•Ability to avoid under-expenditure and to issue warning signals
•worked with projects, i.e, SETA’s and National Skills Fund
•Three years’ experience in a supervisory position
•Knowledge of Tertiary Software Packages
•Experience in the TVET sector
•Knowledge of the CET Act and applicable legislation
