FHI 360 is seeking applications for various positions for the LINKAGES project in South Africa. The project aims to reduce HIV incidence and mitigate the impact of HIV among men who have sex with men in South Africa by utilizing a client-centered differentiated service delivery model that provides a comprehensive package of services and interventions for MSM, ranging from hotspot-based coverage within geographic locations to virtual online to offline approaches. LINKAGES South Africa aims to fill critical gaps, reduce bottlenecks, and eliminate barriers across the HIV prevention, care, treatment, and support cascade (identify, reach with prevention services and commodities, link to HIV and STI testing and counselling, wrap-around services referrals, peer outreach and navigation activities for improved linkages, retention and adherence to ART) to reach the 95:95:95 goals by 2030 among MSM in South Africa. LINKAGES is tasked to build the capacity of local community based MSM organizations to deliver HIV services tailored to the needs of MSM. While significant progress has been made to date, USAID/South Africa and LINKAGES aims to support approaches that are systematic, coordinated, data-driven, and community-led that will significantly stem new infections, mitigate the impact of HIV, and address structural barriers, including stigma and discrimination.

Job Title: Project Director
Job Location: Pretoria

Job Description

The Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation and oversight of all aspects of activities, under the oversight of the LINKAGES Management Team. S/he will serve as the primary point of contact for the LINKAGES South Africa program with the USAID/South Africa Activity Manager. S/he will provide technical and management leadership to the LINKAGES South Africa project and ensure successful implementation of the work plan and achievement of the project’s targets and goals. The Project Director will provide technical and programmatic oversight directly to the activity areas as well as liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community. S/he will ensure that technical efforts are evidence-based, community-driven and will contribute to the deliverables in the LINKAGES annual implementation plan. S/he will support and align activities with the South African Department of Health’s (DOH) KP and HIV/AIDS planning and programming (national and provincial) and work with other KP and HIV/AIDS coordinating bodies. This position is critical for the development of quality and evidence-based approaches for MSM to be reached and linked to a variety of services along the HIV cascade, and to building and growing the capacity of MSM organizations to further lead efforts in the future.

The following are the minimum qualifications required for the position:

  • A minimum of a Bachelor’s degree in Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, social sciences, or related field
  • A minimum of ten years of experience with progressively increasing responsibility designing, implementing, managing and leading large development program involving multiple partners, stakeholders, and geographic target areas in a developing country
  • A minimum of three years of experience providing specific technical direction and oversight of the development and management of HIV programs with MSM
  • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders
  • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community
  • Excellent interpersonal, writing and oral presentation skills in English

Job Description

The project will build on current investments made by USAID to reduce risk of HIV transmission among MSM and improve their enrollment and retention in care and treatment across the HIV cascade. This project will accelerate the ability of government of South Africa, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.

The Senior Technical Advisor – HIV will lead the technical strategy and capacity building for the design, implementation, monitoring and evaluation of the HIV program in RSA focused on MSM. S/he will provide technical assistance for HIV care, treatment and support for key populations across the cascade by ensuring innovative, evidence-based programming and develop approaches to address the positive health dignity and prevention of key populations living with HIV. The following are the minimum qualifications required for the position:

  • A minimum of Master’s degree in Public Health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field OR a Bachelor’s degree in a similar field to those mentioned above and a minimum of 10 years of professional work experience in the field of Public Health and HIV
  • A minimum of 7 years of progressively responsible experience in technically designing and managing programs related to key populations and HIV, preferably MSM programs
  • A minimum of 5 years of experience in management of a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting
  • Demonstrated written, presentation, communication and organizational skills in English

Job Description

The Senior Advisor Community Engagement will provide leadership on a wide spectrum of client-based differentiated service delivery strategies and interventions for MSM that will strengthen HIV prevention, care, treatment, and support across the cascade to help reach the 95:95:95 goals by 2030.  In addition, S/he will lead and oversee community mobilization activities to address structural and social barriers to accessing services and fulfillment of rights of MSM, skills development in community mobilization, and shaping policy. S/he will engage with key stakeholders (e.g. South African Government KP and HIV/AIDs coordinating bodies, project consortium members, grantee organizations, KP community members, etc.) to develop and implement a strategy for mentorship and capacity development in community mobilization, advocacy, gender, service delivery and organizational development.

The following are the minimum qualifications required for the position:

The Senior Advisor for Strategic Information will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead efforts to strengthen monitoring and evaluation, and performance reporting within the targeted geographic area, which may include building capacity of community organizations to monitor, document and analyze the performance of their HIV services and activities and ensure data quality. S/he will liaise with relevant technical advisers and counterparts responsible for district and provincial level strategic information and monitoring and evaluation and support coordination with national MIS. The following are the minimum qualifications required for position:

  • A minimum of a Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required. A Master’s degree preferred
  • Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of  programs funded by PEPFAR
  • Previous experience working with USAID or PEPFAR supported program
  • Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics
  • Demonstrated ability to perform robust data extraction from internal and external information systems
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software
  • Demonstrated knowledge and experience in the use of GIS and other tools to support geo-spatial display of data to target program interventions and resources
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings
  • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations
  • Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting
  • Previous experience building capacity for generation and use of strategic information in community-based organizations
  • Demonstrated written, presentation, communication and organizational skills in English

The position will ideally be based in Pretoria, South Africa and work out of the FHI 360 office. Preference is for South African nationals or expatriate professionals already residing in South Africa.
