Job Title: Project Manager

Western Cape Foundation for Community Work (FCW) is a leader in the ECD Sector and operates within the NGO Sector for over 40 years. We are looking to employ a Project Manager who resides in Cape Town.

The overall purpose of the job

The Western Cape Foundation for Community Work (FCW) is seeking a highly skilled and organised Project Manager to lead and oversee implementation of the Impact Bond Innovation Fund (IBIF) project in the Western Cape (Atlantis and Delft) – South Africa’s first Social Impact Bond for Early Childhood Development (ECD). Working closely with key FCW positions and the IBIF Intermediary team at mothers2mothers, your role will be to ensure high-quality project implementation, in alignment with the project strategy, in order to ensure specific annual outcomes.

Reporting relationships

The IBIF Project Manager will manage the Project team (directly supervise the Atlantis and Delft Programme Coordinators, the M&E Officer’s and the IBIF Admin Officer). The post holder will report to the FCW Operations Manager and FCW Director, and also work closely with the rest of the FCW staff.

Qualifications and Experience

  • At least a Master’s Degree in Public Health/Social Work or related field with up to 3-5 years’ experience and a demonstrated track record in project management
  • Sound knowledge of ECD and community development practices
  • Understanding of relevant government policy and the ECD landscape in South Africa
  • Demonstrated experience in implementing and managing large-scale projects – including developing standard operating procedures, reports, work plans
  • Solid experience in programme development and quality assurance/improvement • Applied knowledge of financial management and human resource management
  • Sound understanding of M&E tools and systems

Competencies required

  • Demonstrated ability to lead the execution of efficient support systems including creating programme and operational support tools
  • Demonstrated ability in developing and maintaining strategic relationships at multiple levels including Government, donors and implementing partners
  • Computer Literacy (Microsoft packages)
  • Aptitude for understanding and working with mobile applications
  • Exceptional leader with excellent communication and interpersonal skills, including cultural sensitivity
  • Good analytical and problem solving skills
  • Excellent writing skills
  • Highly organized, reliable, with excellent attention to detail
  • Flexible with ability to work independently and as part of a team
  • Fluency in English essential, and local language knowledge (Afrikaans and/or isiXhosa) is a plus
  • Valid driver’s license
  • Support the Project Team in overseeing and monitoring site level programme expenditure with support from SFM/OM and in compliance with the organizational and IBIF financial policies/procedures
