Higher Education and Training Health Wellness and Development Centre NPC t/a HEAIDS is, an initiative of DHET, undertaken by Universities South Africa (USAf) and South African College Principals (SACPO), that seeks to reduce the impact of the HIV epidemic and other related public health challenges on society by developing and supporting programmes at public universities and technical and vocational education and training (TVET) colleges.

Job Title: Finance Manager
Job Location:  Johannesburg

This is a fixed term contract from September 2018 to 31 December 2019

Report to: The Director

The Finance Manager is a member of the Finance and Corporate Services team providing full range of financial management support services to HEAIDS project managers and executive management team. The Finance Manager is responsible for administering and monitoring the financial system in order to ensure that HEAIDS finances are maintained in accurate and timely manner. S/he is also responsible for maintaining the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all finances, and for providing general budget monitoring and support services to the Director: Finance and Corporate Services.

Responsibilities:

Financial Management:

  • Monthly forecast report, looking at each cost centre and sitting with each project manager to discuss the report
  • Assist in preparation of HEAIDS operational plan for Corporate Services
  • Run expenditure report monthly and check commitments
  • Highlight any deviations from the budget
  • Banking Administration

Financial Reporting:

  • Monthly, Quarterly and Grant reporting externally
  • Internal reporting to Senior Management, Board, Operation planning, Pastel GL Reconciliation including posting journals, review and update batches on Pastel, prepare monthly salary journals and salary refunds

Procurement:

  • Prepare motivation for new contracts or MOUs
  • Ensure all tender processes are done within the correct policies
  • Check purchase orders have the correct supporting documentation and are within budget
  • Authorise new suppliers on the procurement system after checking supporting documentation
  • Tenders, storage and distribution for promotional materials done according to budget

Compliance and Auditing:

  • Assist in preparation for external and internal audits by preparing audit packs monthly (TB, reports, recons)
  • Ensure compliance by Higher Education Institutions on donor regulations
  • Assist in preparation for donor audits as per donor request
  • Ensure SARS and entity registrations are done on time

Fixed Asset Management:

  • Ensure offices are secure and safe, alarm systems are working
  • Update fixed asset register monthly
  • Update the insurance policy monthly, with new assets added to the policy

Requirements:

  • A recognised Bachelor’s degree, which included Finance as major subject
  • Minimum of five years’ experience in a financial management and supervisory experience in a small to medium sized organisation
  • Sound knowledge of the universities and TVET College environment
  • Proven experience in the preparation of financial statements (management accounts) and presentation of such reports to Management
  • Strong knowledge of leading financial and accounting practices (GAAP/IFRS)
  • Sound knowledge of taxation
  • Worked in donor funding environment
  • Ability to gather information and write professional reports
  • Proven experience in compiling budgets, financial statements and reports for publication
  • Strategic planning skills
  • Knowledge of risk, asset and procurement processes
  • Proven experience in effective communication with internal and external stakeholders
  • Proven track record of on-time project delivery
  • Strong ability to develop and monitor project schedules and timelines to identify and meet critical milestones
  • Experience in leading and managing cross-functional teams of service providers
  • Strong analytical and problem-solving skills with ability to clearly present and communicate technical and management concepts
  • Strong verbal and written communication skills
  • Organisational, time and stress management skills
  • Computer literacy, including Microsoft (Excel and Pastel)
