Hivos – Humanist Institute for Cooperation in full, in Dutch: Humanistisch Instituut voor Ontwikkelingssamenwerking, is a Dutch organisation for development co-inspired by humanist values. Hivos provides financial and political support to over 800 partner organisations in over 30 countries in Africa, Latin America, Asia and Southeastern Europe.

The ‘Making all Voices Count’ (MAVC) programme is a 45 Million US$ fund to support innovation, scaling-up, and research to enable citizen engagement and government responsiveness in 12 countries in Africa and Asia. MAVC is a joint collaboration of the Government of Sweden, the U.K. Department for International Development (DFID), the U.S. Agency for International Development (USAID), and the Omidyar Network (ON).

MAVC seeks to find inclusive ways to empower all citizens to voice their concerns and demands, and to improve governments’ responsiveness and accountability to its citizens. In order to build trusting relationships between citizens and government, MAVC aims to fund collaborative efforts rather than one-sided approaches.

MAVC’s focus is on four key areas:

  • Supporting innovative ideas and solutions using new technologies
  • Building an evidence base of what works and why
  • Scaling up successful initiatives and responses
  • Catalysing global attention and action around these issues

MAVC will support initiatives in 12 countries in Africa and Asia. The programme started in June 2013 and will run for four years, managed from the MAVC office in Johannesburg, South Africa. MAVC is a consortium of Hivos the lead agency, Ushahidi (www.ushahidi.com), a nonprofit tech company that specialises in developing free and open source software for information collection, visualisation and interactive mapping, and IDS (www.ids.ac.uk/), a British research institute based at the University of Sussex.

Hivos seeks to appoint a Policy and Learning Coordinator for the MAVC programme, based in Johannesburg.

The Policy & Learning Coordinator’s external role is to influence international policy development, contribute to the debate and share MAVC approaches and experiences through publications, presentations and participation. S/he is expected to become a key face of MAVC to the outside world and to establish and promote MAVC as a ‘thought & practice leader’ in the field of Transparency & Accountability.

The Policy & Learning Coordinator’s is instrumental in translating latest developments, good practises and international trends in the field of Transparency & Accountability and citizen engagement into MAVC strategies. S/he will ensure robust evidence based learning from inside and outside the programme is implemented.

The Policy & Learning Coordinator is the linking pin between the different elements of the programme: especially between the research component coordinated by IDS and the practitioners’ experiences of Ushahidi and Hivos.  S/he is also responsible for the monitoring & evaluation of the programme, working in close collaboration with the external evaluator assigned to MAVC.

Requirements: 

  • Five to eight years of relevant international work experience;
  • Up to date knowledge on the latest development with regard to citizen engagement, transparency and accountability, open data and open government;
  • Ability to translate external trends and innovative practises into MAVC strategies;
  • Master’s degree in a relevant field (e.g. international affairs, social or political science, development);
  • Exceptional English writing skills and the ability to compose compelling briefings, reports and media pieces;
  • Engaging public speaker with strong networking skills;
  • Strong advisory skills and team worker attitude;
  • Organised, detail-oriented with the ability to consistently meet tight deadlines;
  • Willingness and ability to travel extensively.
