Hlanganisa Institute for Development Southern Africa (HIDSA), formerly known as HIVOS South Africa, is an innovative intermediary grant maker aimed at strengthening social accountability, promoting human rights in pursuit of social justice in Southern Africa. Hlanganisa believes in partnering communities for sustainable change. HIDSA seeks to recruit dynamic individuals for the following positions based at their office in Johannesburg.

Job Position: Programme Officer
Job Location: Johannesburg

This position will report to the Programme Manager and will be remunerated up to R400 000 per annum depending on experience.

Responsibilities

Coordination and implementation of HIDSA programmes

  • Provide strategic guidance and support to other programme staff members
  • Provide advice and strategic support to grantees through selected field visits and through interactions at HIDSA convenings, forums and platforms
  • Updating and sharing with staff recent developments and knowledge related to the sector

Monitoring and reporting.

  • Provide occasional reports on context and strategic issues
  • Oversee and finalise prepared reports
  • Provide support in narrative reports for donors
  • Support compilation of the organisation’s narrative section of the annual Report
  • Narrative reports on visits, training and mentoring both internally and with external partners

Knowledge management and knowledge sharing

  • Provide brief updates on the development of VAW issues in South Africa
  • Provide assistance and guidance in any JGF work that involved data collection, compiling lessons learned, and establishing indicators to support knowledge sharing
  • Assist in the development of concept notes, project documents and policy frameworks, fundraising proposals/initiatives and research area and gender issues for best practices as directed by supervisor
  • Support other JGF staff to participate in VAW-related community of practice in the region
  • Writes and provides support to the team. writing stories related to programme and project developments as they relate to Violence Against Women issues
  • Support the Executive Director and Programme Manager in proposal writing

Networking and Sector Coordination

  • Liaise with key stakeholders including government departments, development partners and other civil society organsiations towards the advancement of the VAW agenda
  • Profesisonally and competently represent Hlanganisa at selected Violence Against Women events involving government

Job Position: Grant Compliance Officer
Job Location: Johannesburg

This position will have a dual reporting to the Programme Manager and Finance and Administration Manager and will be remunerated up to R300 000 per annum dependent on experience.

Responsibilities

Subgrantee Support

  • Manage the contracting of new grantees
  • Perform on site due diligence assessments with potential grantees
  • Prepare clean, concise and accurate grant funding records and reports
  • Assist sub grantees and programme team with requirements relating to grant expenditures including preparing sub grantee tranche requests
  • Provide record keeping training and support to subgrantees
  • Maintain grant and sub grantee database
  • Provide on-going Monitoring and evaluation of programme implementation by grantees
  • Identifying and coordinate capacity needs amongst grantees
  • Coordinate development on training manuals

Office and Administration support

  • Maintain donor register of donor requirements and deadlines
  • Assist with coordination of documents required for grant proposals\applications
  • Liaises with the finance department to monitor program activities relative to programme budget
  • Ensure consistency with grant terms and conditions, timelines, budgets, and deliverables
  • Assist in reviewing financial reports and programmatic narratives.
  • Assist finance team in preparation of grantee files for annual statutory audit
  • Periodically review narrative and finance reporting template
  • Support programme and finance manager in preparing donor reports

Education and Experience

  • The equivalent to a Bachelor’s Degree in Business Administration or a related field is desirable
  • Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying will be considered

Other Key Competencies

  • Background in grantmaking
  • Sound understand of budgets and expenditure tracking
  • Analyze, interpret and apply policies, rules and regulations.
  • Gather, organize, analyze, and present a variety of data and information
  • Interpret, explain and apply a variety of Grant policies, rules and regulations
  • Work with considerable initiative and independence while exercising good judgment in recognizing scope of authority
  • Experience in the usage of computers and office software packages
  • Good people skills

Other requirements

  • Although applications are open, priority will be given to women and PDIs
  • Applicants should have the legal right to work in South Africa
  • Own transport and Valid driver’s license
