Job Title: Human Resource Manager
Location: Cape Town or Pretoria

The purpose of this position is to develop, manage and implement IkamvaYouth’s (hereafter referred to as IY) human resource strategy. The HR Manager is required to oversee the efficient running of the HR department and to support staff and management in through HR advisory services, attracting, motivating, and retaining the most qualified talent, regulatory compliance and employee relations.

 

Reports to: Chief Operations Officer.

Salary: R 502 092,96 per annum

Responsibilities: 

  • KPA1: HR Strategy and Planning
  • Set department objectives and design a framework in which objectives can be achieved
  • Ensure the organisation has sound HR policies, functional systems and procedures that fully support operations
  • Participate in IkamvaYouth’s national leadership, management and decision-making structures
  • Interact effectively with all relevant stakeholders on HR related matters, as and when required, including; the senior management team; the Human Resource & Governance Committee (HRGC); the IY’s Board; as well as the programmes and training teams
  • Holding and driving the agenda and pack development for HRGC
  • KPA2: HR Policy Development and Implementation
  • Collaborative development of integrated policy framework and policies, accessing available resources from external specialists
  • Monitor the implementation of policies, intervening where necessary to ensure consistent and fair application
  • Capacitate the supervisory staff, ensuring good understanding of policies and the skills to implement them consistently and fairly
  • Obtain staff buy-in, HRGC support and Board approval for policy framework and policies
  • Research best practice business process
  • Document business processes for all HR processes and support senior staff to understand and implement
  •  KPA3: HR Talent Management
  • Identify and analyse organisational workforce needs culminating in a workforce plan to ensure sustainable organisational capability and growth
  • Proactively design and implement a talent-driven business strategy directed to attracting, deploying, developing, retaining and optimising the appropriate talent requirements as identified in the workforce plan
  • Collaborate with the management team and the HRGC to develop succession plans for critical positions
  • Collaborate with appropriate specialist in designing and implementing personal development programmes
  • Undertake the following coaching and mentoring initiatives to develop staff: skills assessments; development of internal coaches and mentors; the identification and establishment of external coach and mentor panels
  • Train and empower managers staff in the recruitment and selection process, to fulfil their roles fully
  • KPA4: HR Advisory and Service Delivery
  • Provide a comprehensive, generic HR advisory service to managers and employees, as and when required, covering among other: labour relations; performance management; policy interpretation; occupational Health & Safety; employee Wellness; employment Equity; HR Governance
  • Design and implement employee wellness programmes
  • Support and facilitate managers in relation to disciplinary and incapacity processes, ensuring alignment with approved policy and relevant delegated authority
  • Representing IY in any disputes within the CCMA and accessing appropriate legal and HR advice when necessary
  • KPA5: HR Programme/Project Management, Change management & Communication
  • Provide comprehensive change management support to any projects and programmes which may impact on staff
  • KPA6: HR Finance, Benefits, Administration and Governance
  • Prepare the HR department budget
  • Prepare staff costs portion of IY’s overall budget
  • To provide a comprehensive HR payroll and administrative service to the Organisation, including:
  • Structuring of benefit
  • Benchmarked HR systems
  • Time and leave administration
  • HR governance & compliance systems
  • Contract negotiation
  • To ensure that there are proper HR governance systems in place for:
  • Compliance with all relevant labour legislation, including employment equity, occupational health & safety, skills development and UIF
  • KPA7: Induction
  • Develop comprehensive induction programme to support the on-boarding of new IY employees, drawing input from the National and Programmes Team and the Training Manager
  • Manage the implementation of the Induction Programme for all new staff
  •  KPA8: Staff Management
  • Lead, train and develop finance department support staff
  • Coordinate and manage the team to improve processes and systems, as well as increase efficiency and effectiveness in day to day activities

Qualification & Competencies Required:

  • B Degree in Human Resource Management or equivalent
  • Minimum of 5 – 8 years’ experience in Human Resources Management
  • Experience as an HR Business Partner or middle level HR Manager
  • Multilingual would be advantageous
  • Experience working in community based organisations
  • Knowledge of labour legislation and regulations
