Accountable for the strategic leadership of the achievement of INSETA strategic financial objectives, designing and implementing financial strategies and procedures in line with PFMA in line with its mandate. Accountable for INSETA financial function and supply chain management including budgeting, management accounting, accounting and processing, reporting internally and externally, capital and operational as well as supply chain management.

1.Provide leadership and set the tone for the financial and supply chain management division.
2.Engagement to Influence stakeholders to support the achievement of the strategic objectives.
3. Develop and implement delegation of authorities’ policies and procedures and ensure effective management of internal controls.
4.Ensure an efficiently functioning division by setting performance objectives, managing people and building a cohesive team.
5.Develop and implement the divisional Annual Performance Plans and operational plans.
6.Oversee the internal and external auditing process and ensure that assurance provision is sound and take accountability for cash flow, Capex, Opex, Revenue & Expenditure.
7.Oversee development risk assessment and the implementation of risk mitigating strategies for the division.
8.Drive the budgeting process of the organisation in line with the statutory requirements.
9.Manage finance statutory compliance of INSETA and the submission of all financial statutory returns and reports.
10.Accountable for the implementation of delegations of authority for budget spending implemented according to the policies.
11.Assess the operating and project financial results of INSETA and identify potential additional funding sources and opportunities.
12.Review and approve monthly, quarterly and annual financial performance reports as well as the annual financial statements.
13.Review and implement corporate governance, accounting policies in line with the financial strategy, PFMA and SCM Policies and procedures.
14.This incorporates corporate governance, investment and working capital management, Capex, Opex, R & E management.
15.Accountable for the annual INSETA budgeting and alignment of the budgets to the financial strategy and objectives of INSETA.
16.Develop the funding requirements and financial strategy to support the organisational strategy.
17.Review and implement accounting policies in line with the financial strategy, PFMA and legislative guidelines, including SCM Policies and procedures.
18.Manage stakeholder relations with Banks, Internal and External Auditors, INSETA Levy Payers and Grant Recipients, SARS, Board and related committees.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
Qualifications:

1. Honours Degree in Business management / Financial
Management/ Administration or relevant field.
2. Qualified (CA) Chartered Accountant

Experience:

Ten (10) Years Experience at Management level preferably is a pubic sector.

1.Understanding of the performance management
framework and target driven methodologies.
2. Experience building effective teams and inspiring
employees to self-develop and perform at their optimal
best.
3. Proven experience as an Executive Manager or similar role leading a Finance and Supply Chain Division.
4. Proven experience in managing audits within the public or
private sector.
5. Proven track record in managing and improving budget
expenditure and overall financial performance while
achieving set goals.
6. Proven experience in developing strategic planning
documents and translating them into operational plans and
reporting on progress implementation as and when
required.
7. Proven experience in leading finance and supply chain
teams.

REQUIRED KNOWLEDGE , SKILLS AND CHARACTER TRAITS:

Knowledge:

1.Knowledge, understanding and practical application of legislation and related role players applicable to the payroll environment
2.Knowledge, understanding and practical application of Government Immovable Asset Management Act of 2007.
3.Knowledge, understanding and practical application of the PFMA/ Treasury Regulations.
4.Knowledge, understanding and practical application of Basic Conditions of Employment Act, 1997
5.Knowledge, understanding and practical application of basic accounting practices
6.Knowledge, understanding and practical application of accounting practice and procedures associated with the collection of debts
7.Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)
8.Knowledge of relevant GRAP principles to ensure aligned reporting.
9.Apply accounting principles and procedures in the preparation of reports and decision making.
10.Apply knowledge of accounting practices to Short Term insurance and reinsurance.
11.Apply basic invoicing and accounting principles.
12.Apply the principles of change management in the workplace.
13.Knowledge of all legislation governing the Seta landscape.
