Responsible for overseeing the development, implementation & monitoring of Occupational Qualifications as delegated by the QCTO in line with the Skills Development Plan.
Report on performance achievement as compared to the APP applicable to the ETQA Office.

 

 

 

 

 

Job Title: ETQA Occupational Qualifications Specialist
Location: Parktown, Gauteng, South Africa

Job Summary:
KEY PERFORMAMANCE AREAS:
1. Develop and Implement occupational Qualifications
•Motivate for funding of the development or review and implementation of the new qualification to INSETA Board for approval
•Upon approval of budget commence development and implementation process according to Project Management principles
•Industry recommend the development of new occupational qualification
•Prepare application and motivation for the development or review of the occupational qualification to the QCTO for registration with SAQA
•Receive SLA from QCTO approving commencement of developing of the new occupational qualification
•Recruit CEPs and SDF for the development or review of the new occupational qualifications
•Submit new qualification documents to QCTO for approval and registration by SAQA
•Receive SAQA confirmation of the registered new occupational qualification
•Implement the registered qualification through the applicable partners

2.Catalytic Project Monitoring and Evaluation:
•Prepare and manage relevant project budget for the development and implementation of pilot projects for the new occupational qualification.
•Appoint relevant partners to recruit and facilitate training for the new qualification.
•Develop requirement guidelines for the implementation and monitoring of approved projects.
•Develop and implement M&E Operational plan which includes but not exhaustively the following:
oEnsure that all learner beneficiaries are registered upon commencement of the programme on the QCTO LMS
oWorkshop and support the training provider, learners and workplace mentors to implement the new occupational qualification
oDevelop and implement the monitoring and evaluation tools in line with defined specifications and indicators for the specific projects
oSchedule project visits and conduct monitoring and evaluation activities in line with the Plan.
oDevelop reports and recommendations on monitoring and evaluation as required
oPrepare reports and present feedback on findings as required.
oEngage with learners, employers, mentors and other role players to ensure compliance with planned guidelines
oIdentify compliance gaps within the various programmes
oReview the M&E Site visit reports to identify risky employers and institutions
oImplement corrective acti0ns and any mitigating initiatives to close identified gaps and risks
•Manage the assessments of the new occupational qualifications including:
o the development of assessment instruments
oIdentify assessment centres and appoint invigilators
oSchedule the marking and moderation of scripts
oRecommending assessment results to QCTO of certification

3.Reporting and Compliance:
•Compile relevant reports and feedback mechanisms to evaluate project performance ensuring that good practice and lessons learnt are disseminated internally and externally.
•Report under INSETA Monitoring and Evaluation activities internally and externally after each monitoring visit.
•Compile monthly consolidated M&E reports based on the M&E visits.
•Oversee the M&E register for accuracy and completeness.
•Validate data provided for achievement against TID’s.
•Compile Monthly/Quarterly/Annual APP Performance report for submission to Project Manager.
•Update TDI’s as required for Audit purposes.
•Coordinate audit requests for internal audit requirements

4. Stakeholder Engagement:
•Investigate any concerns raised by stakeholders.
•Resolve stakeholder issues and concerns as required
•Identify risks and opportunities for recommended improvement and provide feedback as required
•Deliver on the functional objectives as stipulated and planned

5. People Management:
•Develop and monitor division staff KPA’s and performance management, coaching and mentoring initiatives.
•Identification of required skills and competency gaps
•Train and develop individual staff members in terms of the performance improvement plans.
•Manage disciplinary and grievance procedures and incidents.

Requirements:
REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications:
Minimum Requirement: Grade 12 or equivalent plus an NQF Level 6 Qualification in Public Administration or Training related field

Preferred Requirement: NQF 6 or higher Qualification in Public Admin, Project Management or Skills Development.

Experience:
Minimum Requirement: 3 Years of Monitoring and Evaluation in the Skills Development area or related administrative experience.

Preferred Requirement: The above experience in the Seta/Skills Development/Public Sector environment.

REQUIRED KNOWLEDGE AND SKILLS:
Knowledge:
Minimum Requirement: Knowledge of sector regulation compliance
Understanding of SETA Constitution

Preferred Requirement: Regulation Compliance
Understanding/knowledge of relevant South African legislation including SDA and PFMA

Skills:
Minimum Requirement: Attention to detail, ability to work under pressure and meet deadline under challenging circumstances and stakeholder liaison.

Preferred Requirement: High levels of stressful working conditions and working long hours.
