Isibani Development Partners is a South African-registered NGO, launched in 2011 to become a leading local technical assistance provider, systems strengthening and grants manager for health and social service in Southern Africa. Our programs focus is on HIV, TB, Non-Communicable diseases and Capacity development for community-based organization and government departments. Financial Management is a process that brings together planning, budgeting, accounting, financial reporting, interbank controls, auditing, procurement, and the performance of the grant with the aim of managing approved grant resources properly to achieve greater impact.

Financial management, as broadly defined above, is essential for Global Fund investments and remains more than just an administrative or simple control process. Sound financial management is a critical component of the grant implementation cycle to achieve impact in an efficient manner. Timely and relevant financial information provides a basis for optimal decision-making, identifying leakages and inefficiencies, thus expediting the progress for the execution of activities, the absorption and optimization of allocated funds, and the reduction of operational risks.

 

Job Title: Financial Management – Technical Assistance (TA)
Location: Pretoria

Sound financial management provides: 

  • reliable and value-added information needed by those who implement, manage and supervise the grants for timely and transparent decision-making;
  • assurance for key stakeholders that funds allocated and approved for grant implementation (i.e. program delivery) are being used efficiently for the intended purposes to maximize impact; and
  • deterrence and prevention against fraud and corruption, because effective internal controls strengthen the ability of implementers to quickly identify unusual occurrences and deviations.

Isibani Development Partners is currently funded by Global Fund for HIV/TB program in Ekurhuleni and City of Johannesburg through National Department of Health (NDoH). NDoH is the Principal Recipient (PR) with three Sub-Recipients (SR), Isibani being one of the three.
Based on the above background Isibani Development Partners seeks to appoint a Technical Assistant Advisor (TA) who will assist in strengthening the financial management within the Isibani Development Partners and other implementers including the PR should a need arise.

Purpose & objectives

The objective of the assignment is:

  • To provide technical assistance to the Isibani Development Partners to strengthen and maintain grant management systems for effective grant implementation
  • To provide technical assistance for NDoH Global Fund grant that started in April 2019
  • It is expected that this consultancy will be conducted for a period of 24 weeks (6 months) consisting of average 2-3 days per week.

Contractor Deliverables:

  • Assist SR to ensure that all accounting records are maintained in line with approved accounting standards and in line with the Global Fund’s requirements and government regulations
  • Assist to develop and implement business processes improvement, install financial and treasury procedures, and enhance systems.
  • Assist in the development of budget revisions for the grant.
  • Assist the staff to manage budget and vigorously control grant costs
  • Assist SR to prepare monthly Global Fund reconciliations for all Global Fund accounts.
  • Ensure relevant books and records are maintained for each Grant. Review and approve monthly reconciliation statements for all Global Fund accounts.
  • Assist to establish and enhance, when necessary, systems of internal control (goods, consulting services, fixed assets)
  • Assist SR in preparing cash flow/budget forecasts
  •  Monitor the financial management aspects of procurement of goods and services in accordance with the established guidelines, in conjunction with the Procurement Officer and the Financial Management Committee.
  • Assist SR to ensure that all accounting records are maintained in line with approved accounting standards and in line with the Global Fund’s requirements and government regulations

Requirements:

  • Bachelor’s degree in accounting or equivalent
  • Experience in the preparation and finalization of accounts in accordance with current South African regulations
  • Knowledge of strategic and financial planning including activity costing, benchmarking, donor fund tracking and KPIs.
  • Experience in budget preparation and reporting
  • Experience in goods and services procurement processes
  • Knowledge and experience in financial reporting to large institutional funders such as the European Union, DFID, USAID and Global Fund
  • CA and/or CIMA will be an added advantage.
