Molteno Institute for Language and Literacy (The Institute) is a South African literacy NGO based in Johannesburg with footprints in some provinces and the African continent. The Institute is part of an education consortium selected to implement USAID funded Literacy Project in the Northwest and Limpopo provinces between 2017 to 2020.

The Institute seeks to appoint an External Evaluator to conduct a mid-term study on the ongoing Mphahlolle Grade R project implemented by Molteno, based in Polokwane.

The project is funded by the Roger Federer Foundation. The overall goal of the project is to ensure that learners are ready for formal schooling by 2019.

Job Title: External Evaluator 
JOb Location: Polokwane

Responsibilities:

  • Design an evaluation process compatible with the project’s objectives
  • Provide interim and final evaluation report
  • Conduct on-site observations and consultations
  • Review data collection, analysis, and recording processes, recommend needed modifications
  • Assess and revise project evaluation implementation timelines and provide a schedule for conducting data gathering, analysis, and reporting
  • Prepare and submit final evaluation report in consultation with the Project Director at Molteno
  • Attend at least one Partnership meeting to outline the evaluation process, and another one to share preliminary findings
  • Assist in assessing project participants’ training needs
  • Design project questionnaires, interview protocols, checklists, rating scales, and all other project-developed instruments in consultation with project staff and consultants
  • Assist in identifying and characterising the non-project comparison group
  • Communicate regularly with the Project Director concerning the evaluation process
  • Attend and report on meetings convened by the funding program, as needed

Requirements:

  • Master’s degree in Education or a related field
  • Knowledge of and experience in assessing projects serving primary school students, evaluating partnership programs, and in managing the evaluation process
  • Technical background in program evaluation, data collection and analysis, and reporting
  • Written and spoken communication skills and the ability to speak more than one official South African language
  • Ability to write reports
  • Valid Code 8 driver’s license and the willingness and availability to travel
