Job Title: Clinical Manager

Job Summary:
The Clinical Manager position supports and delivers on a 3-year AGYW Programme. The programme is being implemented in multiple districts across at least 2 provinces in South Africa.

Policies and Procedures:

•Participate in NACOSA strategic planning sessions.
•Develop Policy/Position Papers on the clinical aspects of NACOSA’s HIV prevention, treatment, care and support programme as necessary.
•Ensure implementation of and adherence to specific clinical service related programme policies and procedures by NACOSA and Sub-Recipients (SRs).
•Keep abreast of developments in HIV treatment guidelines, especially those for key and vulnerable populations, and ensure that NACOSA programmes are aligned to these.

Programme Development and Management:

•Formulate clinical deliverables forming part of relevant programme descriptions to ensure that all role players are aware of the functions and responsibilities of the clinical team.
•Develop an annual Operational Plan(s) in alignment with the NACOSA strategic plan and funded programme interventions.
•Monitor implementation of operational plan and weekly and monthly programmes of clinical team.
•Assist the M&E Manager to develop and review the annual Programme/Grant Performance Framework including:
-programmatic indicators to measure output, outcome and impact of the clinical deliverables
-setting of annual targets for clinical interventions
-developing user-friendly clinical data capturing forms
-analysing and using data so that it informs programme development
•Lead and Coordinate the implementation and monitoring of all clinical deliverables in consultation with the clinical team and the relevant programme managers ensuring that beneficiaries access testing services, treatment and are retained in care.
•Assist with clinical deliverable costing exercises in support of programme budgeting processes
•Ensure optimal procurement and supply chain management of medical commodities, equipment and pharmaceutical products including RDTs, condoms, lubricants, PrEP, methadone (with NACOSA’s PSM Programme Officer and support staff).
•Manage, control, monitor and report expenditure of clinical deliverables.
•Identify research opportunities and assist the M&E Specialist with the development of research protocols in the field of clinical management of HIV/AIDS.
•Document all work and maintain complete and accurate paper and electronic files of clinical team.
•Submit reports on clinical work to Programme Director and other stakeholders as required.

Programme Support to Sub-Recipients (SR’s):

•Lead the capacity assessment of SRs to provide clinical services including HIV Testing Services (HTS), Sexual and Reproductive Health (SRH) services, TB screening, adherence support.
•Identify the capacity-building needs of SRs with regard to their clinical programmes including with regard to patient flow and triage, implementation of protocols and guidelines, clinic organisation, patient monitoring and referral.
•Develop SR skills development plans for continuous quality improvement initiatives.
•Assist and guide the NACOSA Training Institute to develop curricula related to the improvement of technical clinical skills and following universal hygiene standards/ precautions at SR level.
•Assist with the development of relevant programmatic standard operating procedures, job aids, training and other clinical support material in line with the programme objectives.
•Facilitate implementation on HIV/TB policies in health services delivered by SRs by providing clinical leadership to and training, mentoring, and coaching of SRs’ professional nurses, including:
-Signing clinical service capacity development plans with SRs as required.
-Facilitate/co-facilitate technical update meetings and workshops with SRs to ensure continuous programme and service delivery orientation, information sharing and focus on programme quality.
-Arrange outsourced specialised clinical training for SR clinical staff and manage consultant contracts.
-Continuously provide supporting materials and best practice information to SRs to strengthen clinical service delivery excellence.
•Develop monitoring tools and organise clinical team site visits to ensure SRs compliance with biomedical service delivery laws, policies, regulations, and procedures resulting in high quality of clinical services.
•Lead the review and analysis of SR reports and site visit findings to identify service delivery gaps, risks and impact. Ensure that clinical team addresses shortcomings and risks immediately and effectively.

Networking and Advocacy:

•Network with, and build strategic alliances and relationships with key stakeholders, District support partners (DSP) and organisations working in the clinical management of HIV prevention, treatment, care and support.
•Develop and maintain constructive and close working relationships with the relevant national, provincial and district Departments of Health.
•Lobby key stakeholders to ensure an appropriate HIV/AIDS clinical response to key and vulnerable populations supported by NACOSA.
•Identify and actively engage with potential new strategic and donor partners.

Human Resource Management:

•Manage the clinical team across all NACOSA sites, including daily management.
•Improve the capacity of NACOSA staff and facilitate effective performance management processes
•Support the HR Manager in the recruitment of new staff and consultants, including supervision, and delegation

Contribute towards a positive organisational ethos, stakeholder management and business development:

•Uphold and amplify NACOSA’s Vision, Mission, Values and Objectives, policies and procedures.
•Attend meetings, workshops and training courses, as required.
•Stays informed, liaise with subject matter experts and keep abreast of published and grey literature to keep track with new developments in the HIV/AIDS and related fields.

Requirements:
Required Education, skills and experience:

•Registered professional nurse with the SANC (Required)
•NIMART and Dispensing certificates
•Masters in management is an advantage (desirable)
•Ten years of work experience in clinical practice in South Africa
•Three years of work experience in management and development
•Experience in clinical service delivery
•Experience in the NGO sector – (desirable)
•A strong record of leading similar project in South Africa
•Good knowledge of the health service organization of South Africa
•Knowledge of the National HIV and TB policies
•Ability to work with minimal supervision
•Planning and organising skills
•Excellent communication skills, Ability to work within a multi-disciplinary & multi-cultural environment and capacity to negotiate across all levels
•English (fluent spoken / written)
•South African national
