Job Title: Senior Finance Officer
Location: Century City, Western Cape, South Africa

Job Summary:
The Senior Finance Officer will support the Grant Finance Manager / Director with administering financial records and preparing information for statutory and donor reporting. The role is primarily responsible for ensuring compliance with statutory and donor rules and regulations within their assigned portfolio, with a focus on sub-awardees. The role ensures a culture of compliance by providing advice and guidance on statutory and donor rules and regulations for grants and contracts and enforces administrative policies and promotes adherence to procedures to ensure that NACOSA staff, partners and sub-awardees are complying with the statutory and donor requirements.

Requirements:
•Focal point for all major compliance matters related to the
assigned portfolio
•Provide support for compliance matters related to assigned
portfolio
•Strong knowledge of donor regulations and ability to analyze and
interpret
•Develop and maintain strong relations with key staff and
stakeholders
•Advise program and finance staff of any changes made to donor
and statutory compliance regulations
•Engage with program units to develop solutions on major donor
compliance matters
•Develop policies, guidelines, tools and templates as need to
ensure optimal implementation of donor compliance
requirements
•Assess control systems and procedures and develop tools and
processes to support compliance
•Support or lead negotiations with donor and/or partner contracts as required
•Provide technical support for donor portfolio on compliance and budgetary issues
•Serve as NACOSA in-house organisational expert on assigned portfolio grants and contract rules and regulations, keep abreast
of all financial, administrative and contract related developments
•Quality assurance on sub-awardee financial reports to ensure
expenditure claims are compliant
•Provide training on donor compliance matters
•Represent NACOSA and liaise with Sub-awardees, donors and
other partners
•Participate in special projects as needed
•Other responsibilities as assigned by supervisor

Educational Requirements:
•Non-negotiable: Bachelor’s degree in accounting or related field
•Non-negotiable: Minimum of 5 years’ experience in
auditing/accounting/finance
•Non-negotiable: Experience in a similar finance role at a non- profit organisation (experience on USAID Grant Funding highly advantageous)
•Non-negotiable: Proficiency in Microsoft Office Suite (especially MS Excel)
•Fluent in English, written and spoken
•SAICA or SAIPA articles will be highly advantageous
•Proven experience in mentoring and training
•Ability to work with minimal supervision

TRAVEL:
•Domestic travel may be required – estimated 10%
•Initially more travel may be required to establish the sites, once established, on-site travel should reduce as monitoring activities
can mostly be performed from Cape Town.
