Networking HIV/AIDS Community of South Africa (NACOSA), a dynamic NGO in the HIV/AIDS field, is inviting suitably qualified candidates within South Africa for the Programme Manager position based in Cape Town. NACOSA as a networking organisation that brings communities together to tackle HIV and its impact on vulnerable people. We have a 19 years track record of working with donors, government and communities to strengthen community systems and turn the tide on HIV, AIDS and TB.

NACOSA is looking for a suitably qualified candidate within South Africa to support the implementation of the OVC/DREAMS programme under the USAID award: Preventing HIV/AIDS in Vulnerable Populations, focusing on OVC in the Western Cape.
The Programme Specialist – Quality Assurance will oversee and provide capacity to 5 sub-recipients in the seven sub-districts of Cape Town Metropole: Southern, Mitchells Plain, Khayelitsha, Northern, Tygerberg, Eastern and Western. The key role of the Programme Specialist – Quality Assurance will be to conduct on site skills audits; to ensure employees understand the program expectation and deliverables and to ensure the team implements a standardised program across the 7 sub districts; to build capacity of the cadres and organization in response to the work plan; to participate in site program weekly meetings and ensure mentoring, quality and supervision is conducted on site; to work closely with the M&E team and to prepare a monthly report to the PMU; to ensure program monitoring, proper verification and linkage is conducted and closed; work closely with the Project Manager in maintaining relationships and ensure reporting compliance.

Job Summary:
The Programme Specialist – Quality Assurance position will support and deliver on NACOSA’s USAID funded Preventing HIV/AIDS in Vulnerable Population focusing on orphans and vulnerable children (OVC) in the Western Cape. This position focuses on delivering 3 core streams in reaching OVC programmes to:

•Comprehensive Case Management (CCM)
•Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS)
•Primary Prevention (PP)

The key performance areas of the role are:
•Contribute significantly towards the development and maintenance of a Programme Quality Assurance and compliance.
•Ensure standardised program description detailing the theory of change and the implementation model aligned to country priorities and evidence informed methodologies.
•Contribute to the programme quality and response to the work plan in alignment with the NACOSA strategic plan.
•To contribute best practice and lessons to funders on a quarterly basis.
•Use lessons from the field to inform program implementation.
•Support the Sub Partners and support in delivering programme objectives.
•Provide in-depth OVC programmatic guidance and leadership to implementing partners through meetings, workshops, capacity building interventions and materials development.
•Oversee the DREAMS, PP and Comprehensive Case Management quality implementation and implementation is aligned to the workplan.

Requirements:
Required qualifications, skills and experience
We are looking for an experienced Programme Specialist – Quality Assurance with a successful track record of programme monitoring and training skills.
•Bachelor degree or equivalent in Social Science/Public Health or related discipline. Organisational development and Training experience will be an added advantage.
•Minimum of 5 years’ experience in training and in-depth knowledge on Orphaned and Vulnerable Children (OVC)/ DREAMS specific HIV prevention related work experience in the health and social development sectors, and preferably in the field of Adult Girls and Young Woman Vulnerable to HIV.
•Experience in programme planning, implementation, management and M&E, including management of outsourced partners.
•Knowledge about: HIV prevention, sexual and reproductive health; Gender Based Violence, HIV Testing Services; evidence-informed, access to schooling and rights-based programming; the relevant national policies and guidelines pertaining to OVC services.
•Excellent communications skills in English, including the ability to guide implementers and service providers on the programme.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
•Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs, flow diagrams and GANTT charts.
•Must be highly organised, deadline driven and efficient with planning skills and a proactive and positive approach.
•Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
•Understanding of the NGO sector and knowledge of big donor processes/requirements will be a benefit.
•Must be a human rights advocate with excellent advocacy skills and experience.
•Driver’s license.
•Willingness to travel in and around Western Cape.

Remuneration will be competitive, based on skills and experience.
