Job Purpose

The Finance Manager will be responsible for managing and supervising the correct financial implementation of urban Initiatives in the City of Morondava. The urban initiatives are implemented in close collaboration and full engagement of the City of Morondava.

Key Responsibilities

Responsible for ensuring:

  • Correct financial planning, monthly budget forecast and financial reporting of the different activities on the basis of approved budget
  • Effectively managing the  financial resources including providing the Project Manager for all necessary information related to Donor’s rules
  • Prepare financial-related aspects of grants contracts and modifications
  • Oversight the preparation of the financial reports to donors ensuring they are accurate and financial rules and regulations are met
  • Monitor proper management of cash flow ensuring liquidity at all times. Ensure cash and banks accounts are monthly reconciled and send the reconciliation to the HQ
  • Review, approve, track and report transfers requests to the Headquarters
  • Supporting the Project Manager in all the procurement, logistics and other financial issues related to the opening of the Oxfam office in Morondava and implementation of the activities

The urban initiatives are related to:

  • Improvement of the city’s drainage system, solid waste management and human mobility
  • Establishment of early warning system
  • Green Interventions

The Incumbent will be working in strict collaboration and with the support of Oxfam Project Manager based in Morondava and Urban Resilience Expert -based in South Africa- and in close collaboration with the UN-Habitat Project Manager in Morondava.

Qualifications

  • Malagasy nationality (compulsory)
  • Solid knowledge of the context and dynamics of the City of Morondava; good understanding of the Malagasy Government and financial national regulations
  • Sound experience in complex financial planning, budget overseeing and cash flow
  • Ability to process, analyze and summarize quality financial management information, identify solutions and recommend suitable courses of action. Ability to work with discretion regarding confidential information. Possession of sound judgment and attention to detail
  • Excellent organization skills and flexible approach to planning comprehensively, managing and prioritizing effectively a high workload and multiple tasks and deadline
  • Ability to lead and manage financial team and to delegate; ability to provide support, guidance and training to financial and non-financial teams; ability to work as part of a team, adopt a consensus based approach and work effectively through others
  • Excellent knowledge of French (written and spoken) English (written and spoken) and preferably local languages.
