Pact, an International NGO based in Pretoria, seeks to employ an experienced Grants and Contracts Manager, to join the USAID- funded Government Capacity Building Support Program (GCBS).

 

 

Job Title: GRANTS AND CONTRACTS MANAGER
Location: Position Summary:

The Grants and Contracts Manager (GCM) is responsible for the efficient and effective management and administration of prime awards with U.S. Government and non-U.S. Government donors. The GCM will be responsible for sub award management, administration, contracting and procurement activities within the contracts department.  She/He will work closely with the Pact Country Office team providing regulatory technical and compliance support, assessment and mitigation of business risks, and enforcement of Pact’s policies and procedures. The GCM also serves as a technical resource to Pact staff in interpreting donor rules and regulations and acts as a primary point of contact for contractual discussions and negotiations with sub award recipients. Tasks will include but not limited to development of Request for Proposals (RFP), issuing of agreements to close out of the Subawards. The GCM reports to the Deputy Chief of Party.

Minimum Key Responsibilities and duties:

  • Takes  lead in the preparation of RFPs, RFAs, APSs, consultancies and other types of solicitations paying attention to regulations, potential business risks and compliance issues.
  • Coordinate the process for review and evaluation of the proposals received and communicate the results.
  • Prepares Subaward agreements including negations with Subaward and evaluation of terms. This will include preparation of certain regulatory-specific component parts to proposal, such as representations and certifications.
  • Coordinate with the Finance team in country and Pricing in DC home office for compliance and regulatory input on proposal budgets and budget notes, cost and pricing information, level of effort, indirect cost calculations and presentation
  • Ensures that Due Diligence is performed on potential Pact partners including vetting parties for terrorism and debarment. Keeps record of the findings for follow up capacity development.
  • Maintain and update the matrix for each Subaward frequently.
  • Review all documentation submitted by Programs or relevant department for sub recipient payment. Ensure sub recipient monitoring is conducted and correctly reported before payment is processed.
  • Take the lead with preparation of modifications for each Subaward where necessary. Coordinate this process with Programs or relevant Heads of Department.
  • Coordinate with the Finance team to ensure payments are processed and proper LOE is recorded and charged where necessary, Reconcile VAT charges and provide information to the Finance team.
  • Monitor and reconcile Subaward expenditure against deliverables in the agreement and the Subaward matrix to ensure that there is no over expenditure or under expenditure. In case of over or under expenditure prepare de-obligation or obligation of funds in a timely manner through a modification.

Minimum Education and Expertise Requirements:

  • Bachelor’s degree, with preference for a Master’s degree in Social Sciences.
  • At least 7 years of relevant experience, including at least 5 years’ experience working with U.S. Government contracts either with a for-profit or not- profit implementer or with a U.S. Government agency.
  • Working knowledge of U.S. regulations and requirements applicable to development assistance and acquisition.
  • Experience in administering U.S. government grants, cooperative agreements, and contracts.
  • Experience with grants and contracts requirements of other bilateral donors.
  • Experience with private foundations, corporate engagement, and corporate donors.
  • Fluent English and proficiency in another language from South Africa.
  • Must be a South African National or holder of a valid resident permit.
  • Experience working in multicultural work-environment and decentralized field-driven organization.
  • Competence using common desktop applications and internal systems, including Microsoft Professional, CRM databases, sub-award management or document management systems.
