Job Title: Data Analyst
Location: South Africa

Project Overview

Through Translating Data for Implementation (Data.FI) award, Palladium is seeking a Data Analyst. This a seconded position to the South African National Department of Health, based in Pretoria.

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

In South Africa, Data.FI is supporting the National Department of Health (NDoH) to strengthen the national health information system, providing support to Tier.Net and the continued development of a national data warehouse solution. Data.FI also extends NDOH capacity to support national HIV policy implementation through a number of secondee positions.

Position Description

The Data Analyst is a National Department of Health (NDOH) seconded position, that will be responsible for routinely developing and conducting analyses from a large, TB/HIV patient-level dataset. The Data Analyst will also be responsible for compiling these analyses into audience-specific reports, presentations, and materials that are clear, organized, and concise. The Data Analyst will be required to conceptualize and execute analyses that are translatable in different public health settings, and that relate back to the core strategies and concepts as communicated by relevant NDOH teams. The Data Analyst will draw on a strong understanding of the database schema and relevant data fields in order to produce analyses as requested by the NDOH. Critically, the Data Analyst will serve as the primary link between the raw data and those who are required to communicate key observations from said data.

The position reports to the Analytics Lead and is based at the NDOH office in Pretoria. The Data Analyst is expected to travel no more than 10% of the time.

Primary Responsibilities

  • Routinely analyse and interrogate raw data relating to the HIV and TB programmes, including related/linked data as it is integrated
  • Develop and execute routine and bespoke analyses as requested and approved by the NDOH
  • Review analytics to monitor performance and distil observations that will support implementation and monitoring of the HIV and TB programmes, and associated information systems
  • Prepare strategic documents and presentation material to inform NDOH interventions
  • Coordinate with team members to assess the cleanliness and completeness of the provincial and national databases, notify the relevant managers, and collaborate to develop plans to address said issues
  • Conceptualize, develop, and deploy targeted reports in SQL Server Reporting Services (SSRS)
  • Troubleshoot issues as they arise with utilisation and functionality of the SSRS mechanism
  • Develop guidance and support materials to enable sustained utilisation of data analytics by relevant health system stakeholders
  • Provide support, as requested, to establishing and maintaining the processes for the centralisation of patient-level data in national and provincial instances
  • Navigate complex government processes and favourably influence decision-making in a professional and collaborative manner
  • Document analysis procedures, in a clear and organised fashion, for routinisation and knowledge management
  • Other responsibilities as requested

Reporting requirements

The role reports into the South African National Department of Health.
The postholder will have limited reporting requirements into Data.FI/Palladium.

Minimum education and experience required

  • Tertiary level degree in public health, epidemiology, biostatistics, statistics, or equivalent experience
  • Approximately 2 years’ experience applying epidemiological and/or statistical concepts to public health-related data analysis, preferably with HIV, ART, and/or TB data
  • Strong understanding of the public health system, with a specific focus on health information, including data production, routine data in public health settings, cohort monitoring, and data quality improvement
  • Demonstrated experience with statistical analysis package, such as STATA (preferable) and/or R
  • Demonstrated experience working with data visualization tools
  • Demonstrated experience working with SQL Server Reporting Services (SSRS) preferred
  • Experience working in, and supporting, the public sector, preferred

Key competencies and professional expertise required

  • Working knowledge of SQL and PostgreSQL (will be tested during the recruitment process)
  • High level of proficiency in Microsoft Office (Word, Excel, PowerPoint, OneNote, Outlook)
  • Ability to learn and absorb new material in an efficient and effective manner
  • Strong analytical skills and demonstrated experience of being to apply those skills
  • Strong attention to detail and ability to multi-task
  • Proactiveness in terms of one’s day-to-day work
  • Approachable, able to build and maintain effective relationships within the team, and with colleagues and external partners
  • Strong organizational skills and deadline-oriented
  • Valid driver’s license
  • Must have legal authorization to work in South Africa.

Level of Effort

A maximum of 45 working days.
