ASSISTANT DIRECTOR: PERFORMANCE MONITORING AND EVALUATION 2 POSTS REF NO: DPSP/12/15

SALARY : R337 998 per annum, Level 10
CENTRE : Directorate Departmental Performance Monitoring & Control, Defence
Headquarters, Erasmuskloof, Pretoria.

REQUIREMENTS : A recognised Degree/Diploma/NQF Level 6 qualification in Management
Science, Strategic Studies or related field. Ten (10) year practical experience in
dealing with strategic management, quarterly performance reports, annual
reports, Management Performance Assessment Tool (MPAT), monitoring and
evaluation or corporate strategic reporting at least at Divisional level (Level 1
Departmental and Level 2 Branch/Division) with outcome based results in the
public services. Experience in report/policy writing and participation in strategic
planning. Track record of analytical work on security-related issues and
interaction with stakeholders on security issues inside and outside the public
service will be an advantage. Applicants with prior learning either by means of
experience or alternative courses may also apply. Preference will be given to
candidates with relevant experience in the Department of Defence and related
security entities. Special requirements (skills needed): Strong dynamic verbal
and written communication skills. Good understanding of civil-military relations.
Sound understanding of planning, reporting and coordination. Ability to identify
strategic gaps and propose viable solutions. Excellent time management skills
and sensitivity to deadlines. Excellent demonstrable end user computer skills in
MS Word, Excel, Power Point, etc. Good presentation skills. A solid
understanding of current defence policy and policy issues coupled with good

networking and negotiation skills. Must be able to successfully comply with the
security clearance processes of the Department of Defence.

DUTIES : Assist and coordinate the Departmental Quarterly Performance Information.
Assist with the compilation, analysis and integration of the Quarterly reports.
Assist in monitoring the implementation of the Departmental Quarterly
Performance. Maintain a database for Departmental Performance Information
Monitoring and Evaluation. Follow up on weaknesses and challenges identified
by the services and divisions in the previous reports and confirm
performance/progress on instructions that may have been issued by the
Secretary for Defence (Accounting Officer), Chief of the SANDF and the Minister
of Defence as and when required. Assist with the evaluation of the Departmental
Performance Information Activity and Planning. Give feedback on the
Performance of the Department to senior management, the Director General
(Secretary for Defence), Chief of the SANDF and the Minister, on time as and
when required. Conduct due diligence on quarterly performance and provide
such input as may be required for the departmental programme and budgeting
evaluation processes of the Department. Assist in the evaluation of the linkages
between financial and Non-Financial Performance against plan. Assist with the
reviewing and assessing of the frequency and quality of Performance Information
provided by the DOD Services and Divisions. Assist in the development and
presentation of more integrated approaches to the monitoring and evaluation of
performance management. Act as the nodal point for requirements for the DOD
on the Departmental Performance as and when required. Contribute to building
a dependable, outcomes focused high performance team.
