DIVISION MANAGER: PARLIAMENTARY COMMUNICATION SERVICES
REF: TN/SN07/2013/CP
Remuneration package: R1 292 481 p.a. (5-year contract)
The successful candidate will be responsible for the overall leadership and strategic development, and
management of the Parliamentary Communication Services, in line with the mandate and the communications
priorities of Parliament operations.

 
Key performance areas will include:

■ Strategic management and planning to guide a multidisciplinary
management team in the following sections: Internal Communications, Public Relations, Content Development,
Publishing, Multimedia, Media Relations ■ formulate and implement a comprehensive and integrated
communications strategy for Parliament ■ ensure the effective flow of information within Parliament and
between Parliament and the people of South Africa ■ ensure an effective use of the Parliament footage to
profile the work of Parliament ■ manage and build working relationships with all media houses ■ implement
integrated communications systems, using all the various platforms of communications ■ promote the public
image of Parliament and build an informed staff of Parliament ■ ensure that Parliament Communication Services
develop shared core services within its various units ■ advise the Secretary to Paliament on matters relating
to communications.

 

 

Requirements:

■ a relevant postgraduate degree in Communications ■ 10 years’ management experience in a
communications environment, of which 5 years must be in senior management.

 

Skills requirements include:

■ thorough knowledge of developing a comprehensive communications strategy
that aligns with the strategic objectives and the mandate of Parliament ■ communications protocols, guidelines
and policies ■ ability to manage communication challenges and to intervene strategically when the need arises
■ sensitivity to the prevailing socioeconomic and political issues in South Africa and how they may impact on
communication from time to time ■ knowledge of how to manage content and identify strategic platforms such
as production of publications and the development of content for websites and intranets ■ sound knowledge of
electronic and print media ■ keen awareness and understanding of current affairs, including working knowledge
of the benefits of trend analysis in communications ■ well-practiced communications management acumen
■ excellent planning and ability to develop and review communications strategy ■ agility and ability to identify
communications opportunities, to reach South Africans at various geographic places ■ diplomacy and political savvy
■ excellent written and oral communication skills ■ interpersonal skills and the ability to communicate to teams
■ knowledge of the Financial Management of Parliament Act [FMPA] and Parliament’s mandate.

 

Remuneration comprises a cost-to-company package, which incorporates all the large-company benefits. The
Parliamentary Services Administration promotes and applies the principles of affirmative action and equal
opportunity. Successful candidates will be expected to sign a performance contract.
