Job Purpose:

  • The purpose of this position is to assist the Information Manager with all tasks related to the strategic management of all data- and information assets within SARS. The objective will be to help ensure the effective management of the information life cycle or value chain that includes the identification, analysis and development of information and the assessment of business information needs.



  • Assess information requirements of business on an ongoing basis by means of surveys, workshops, interviews etc
  • Assess SARS organisational information assets on an ongoing basis
  • Identify and describe all information assets by means of regular information audits
  • Compile and update detailed analysis of SARS information assets
  • Assess quality and utilisation of all information assets
  • Analyse and map flow of information across the organisation
  • Identify duplication, bottlenecks and barriers in terms of information flow
  • Facilitate solution development and automation
  • Identify problem areas such as:
  • gaps in terms of data or information relevance, quality, timeliness and utilisation
  • unnecessary duplication, lack of consistency or standardization
  • lack of appropriate policies and procedures or standards
  • Identify and propose solutions and liaise with relevant parties to ensure information asset development
  • Evaluate external information resources that may supplement internal information assets
  • Identify possible information and/or Business Intelligence (BI) gaps and liaise with relevant parties to rectify
  • Assess and ensure effective information and BI delivery in terms of regularity, medium and format and assess user satisfaction
  • Liaise with Knowledge Coordinators to identify information assets that should be escalated to knowledge function
  • Interact closely with business- and systems analysts as required

  • Government related developments as well as legislative and regulatory requirements

  • Designing and performing information audits
  • Practical understanding and experience with the design, development and maintenance of the interfaces between database systems whilst maintaining data integrity; Information-and/or knowledge mapping
  • Creation of data models- create & establish relevant trusted & reliable data models that would assist with a strategic &operational focus or challenge
  • Determining business requirements for information architecture design and development
  • Evaluating and developing an information management framework; e.g. relevant policies, procedures and standards
  • Research methodology:
  • Drafting and analysing questionnaires and surveys
  • Performing interviews
  • Leading focus groups and workshops
  • Assessment of data and information quality and utilisation
  • Knowledge of 3rdparty information vendors and availability of external data and information will be an advantage
  • Analytical thinking with attention to detail and Measurement Skills
  • Expert Skills in SSIS (SQL Server Integration Services)


Education & Experience:

  • The minimum qualification required is a relevant postgraduate degree in Information Science, namely B Inf (Hons) with three-five years related practical experience. SQL Certification advantageous;
  • Minimum of five years in a corporate environment ,work experience in a Business Intelligence and/or Business Analysis environment is preferred
  • Minimum of three years in an information management related environment and data analysis and design and automation of value-add management information systems.
  • Minimum of two years in information management technology application implementations, e.g. EDMS; SQL Server 2005 / 2008.
  • In total a minimum of 5-10 years practical experience is required for candidates not in possession of the minimum qualification.
