Job Purpose
To proactively manage and facilitate the IT Commodities and IT Consultancies including interaction with all levels within the organisation and 3rdParties such as IT service providers/vendors and other Government Agencies. Leadership and management of resources with focus on the management of IT operations and IT Infrastructure to ensure optimal operational availability and management (Incl. Network and Security Operations) of all IT infrastructure guided by the SARS IT Policies and Strategic Directive/s associated with M&T Business Plans and Modernisation Programs.

 

Duties
Analyse trends to determine overall sourcing approach, based on magnitude of spend, strategic importance and opportunities for value delivery.
Link the purpose of the business unit to the SARS vision, purpose and goals and align all associated functional activities.
Manage and or advice on the translation and application of policy in a specific functional area.
Identify people and organisational requirements and manage appropriately to ensure the achievement of specific objectives.
Direct, control, co-ordinate and optimise budgeted resources to meet specific objectives and deliver agreed results.
Implement risk management, governance and compliance policy in own practice area to identify and manage governance and risk exposure liability.
Provide reports on progress against standards and overall performance against plan with the associated impact on achievement of objectives.
Demonstrate through delivery of how function adds value to SARS strategy.
Create a positive work climate & culture to energise employees & give meaning to work, minimise work disruption and maximise employee productivity.
Develop & implement appropriate people capacity plans in line with delivery & efficiency targets, on budge & in partnership with specialised areas.
Plan and contribute to enhanced organisational efficiency by arranging necessary training and proving tools for people resources.
Draw up a realistic budget aligned to business unit delivery plans, monitor planned vs. actual, minimise expenditure and report on cost efficiency.
Implement and monitor financial control, management of costs and corporate governance in area of accountability.
Build strong relationships and develop service level agreements that promote SARS with internal and external stakeholders.

 

Minimum requirements
Matric
IT Degree or Diploma
4 years experience in a managerial position.
10 years on the job experience.

Experience
4+ years’ managerial experience
10 years’ experience in an IT Operational environment

 

Knowledge
Thorough understanding of IFRS, KING II and PFMA
Knowledge of SARS and its strategic objectives to be acquired timeously
Knowledge of the structure and operations and financial reporting system
Knowledge of procurement policies and procedures and ability to procure high-quality products and services for SARS on advantageous terms.
