Purpose of the job
To perform solution and software development in order to design, develop/procure/package, release and maintain/enhance solutions, in accordance with ICT standards and the enterprise architecture for government. This includes the development of enterprise solution, the integration therefore with the other applicable enterprise and coordination of systems/process/product development across a number of disciplines to achieve objectives.


Key Responsibility Areas
Ensure effective and efficient service delivery in accordance with SITA Policy framework. Adhere to Architectural and Governance mechanisms for the Software Development section to improve interoperability of government systems and quality of services and deliverables. Deliver services according project plans and architectural and governance mechanisms to ensure overall compliance and improved service delivery.

Develop and maintain integrated Technical Service Specifications for single or multiple software components to clearly set direction for procuring or building software components.

Develop / customise secure and integrated IT software components using SITA’s software development stack / development framework. Maintain integrated IT software components using SITA’s software development stack / development framework.

Participate in execution of comprehensive software test activities in accordance with SITA Test Methods and Testing Techniques using SITA approved Testing Tools.

Participate in packaging and releasing of integrated IT software components in accordance with with ICT standards and the enterprise architecture for Government.


Qualifications and Experience
Minimum: National Diploma / Degree in ICT related field and/or equivalent. Experience: 3-5 years experience in the ICT field, within systems development, implementation and maintenance / enhancements of solutions in the corporate/public sector. The experience must include 3 – 5 years experience within software development and; 2 – 4 years experience in solution design and analysis.


Technical Competencies Description

Knowledge of: Corporate and ICT Governance and Compliance; Programming Languages; Development, Implementation and Integration Methodologies, including Testing, Packaging and Release; IT Quality Management; IT Security and ICT Standards; Time Management; Application development, enhancement and maintenance practices. Expertise on: Object Orientation; Agile and Waterfall Methodologies; Model Driven Architectures; Distributed Architectures/Service Orientated Architectures; Planning and Organising. Behavioural Competencies: Initiative and Innovation; Business Acumen; Customer Service; Mentoring; Negotiation; and Communication. Skills: Development : COBOL/IMS Mainframe; Security (Software and Technologies); Interfacing and Integration (MQ Series); Development methodologies (e.g. Agile, SUMMIT); Quality Management (ISO9001, CMMI); Entity Relationship Diagrams; Standards (e.g. ISO\IEC12207, COBIT, ITIL); IT Software Testing: and Packaging and Release. Candidates with working experience on ERP FMS Systems will be given preference.

Other Special Requirements: The incumbent will be required to travel to other SITA offices around the country.
