Small Projects Foundation (SPF) is a non-governmental organisation (NGO) that aims at achieving the development of individuals, families and communities who are committed to their own growth and development.

SPF in partnership in Buffalo City Municipality and Amathole District in the Eastern Cape Province is implementing an OVC Programme in the Sub-Districts of Buffalo City Municipality, Amahlathi, Mbashe, Mnquma, Raymond Mhlaba Municipalities.

 

Job Title: Programme Manager
Location: East London

Anticipated start date: As soon as possible

Responsilities

  • Strategic & Technical
  • Provide overall technical and managerial support and oversight of the project in accordance with procedures and obligations specified in the grant
  • Input into and submit information for programme strategic planning
  • Develop an operational plan (in line with allocated budget and organizational guidelines) for the programme.  Agreement and implementation arrangements detailed in the Project work plan
  • Ensure that the operational plan is implemented according to plan
  • Serve as project lead on implementation of Communities Forward activities
  • Ensure that the programme deliverables  are achieved according to the project objectives
  • Ensuring the monitoring and evaluation system is effective and allows for the accurate reporting of programme outcomes;
  • Communicate and coordinate changes to program implementation and in a timely manner.
  • Coordination and Collaboration
  • Work with stakeholders and partners in order to consolidate and strengthen the programme and secure its sustainability;
  • Lead coordination of training and capacity building activities for sub-recipients and partners
  • Represent the project in technical working groups and other meeting as per request of the funder.
  • Maintain relationships with other implementing partners and the counterparts in  the Department of Health
  • Programme Management and Reporting
  • Manage and oversee staff working within the programme to implement, monitor and evaluate their work
  • Ensure that staff working within this programme are documenting, and reporting on, their work correctly
  • Oversee programme officers as they conduct baseline assessments and any other assessments throughout the programme components
  • Ensure that funds are spent according to approved budget, reconciled and reported on with all accompanying supportive expenditure details in place
  • Approve monthly requisitions for payments after approving previous months’ financial report
  • Programme Implementation
  • Identify training and mentoring needs within the programme. Develop and implement appropriate training, capacity building and support services to address this
  • Ongoing liaison between field team to create insight and understanding of programme deliverables of implementation.
  • Ensure the appropriate mentoring and training of identified organisations according to the Capacity Development Plan
  • Approve and manage service level agreements in place and monthly feedback to Portfolio Head
  • Administration
  • Document all work and maintain complete and accurate paper and electronic files, with assistance of Project Assistant.
  • Keep records of all of the programmes activities, and correspondence received and written
  • Ensure that field supervisors secure venues, appropriate refreshments, materials, stationary, and training aids for all training sessions, and that invitations have been sent for all relevant programmes
  • Ensure that the appropriate policies, procedures and forms are developed, properly approved and implemented
  • Manage and oversee all administrative operations of the programme
  • Networking, Building Strategic Alliances and Advocacy
  • Establish and meet regularly with district stakeholders
  • Promote programme activities in the district through attendance of district stake holder forums and meetings
  • Facilitate consultative forums
  • Network with, and build strategic alliances and relationships with key stakeholders and organisations such as government departments (also their local offices), district municipalities as well as organisations working in complementary fields
  • Participate in national identified Advocacy issues
  • Identify and drive Provincial Advocacy issues
  • Monitoring and Evaluation
  • Ensure collection and entry of M&E data by field staff
  • Report on all programme activities (including capacity building, networking and promoting dialogue) in compliance with SPF’s  M&E Policy and procedure
  • Human Resource Management
  • Lead, guide, mentor and manage programme staff
  • Identify specific training and development needs of staff
  • Conduct regular consultation sessions with programme and supportive staff, during which their performance will be monitored and aligned with the organisational vision
  • Conduct six-monthly performance appraisal sessions with staff
  • Staff Induction – manage induction and probation periods; ensure that staff receives necessary initial training.
  • Bring non-compliance or poor work performance to the attention of Portfolio Head and HR
  • Support the Portfolio Head and HR Manager in managing grievances and disciplinary procedures

Requirements 

  • Master’s degree in a relevant field or equivalent work experience;
  • 5-10 years of experience in the administration of USAID funding;
  • Extensive knowledge of USAID / USG Rules and Regulations including OMB Circulars and FAR;
  • Excellent planning and organizational skills;
  • Strong Initiation skills with ability to manage daily tasks and junior staff;
  • Ability to work independently in a fast paced environment;
  • Strong written and oral communication and presentation skills;
  • High levels of Computer literacy (Microsoft Word, Excel and Outlook);
  • Ability to work with a team and coordinate across all programme units.
  • Minimum of five years specific M&E and Programmatic work experience in the health and social development sectors; experience with HIV/AIDS as well as mentoring and training of organisations
