Society for Family Health (SFH) is a South African affiliate of Population Services International (PSI), an international NGO network operational in over 70 countries. SFH in South Africa concentrates on issues of HIV/ AIDS. As part of their HIV/AIDS control efforts, SFH is using social marketing to motivate behaviour change with respect to consistent condom use, HIV testing and other safer behaviours.

In collaboration with the National Department of Health, we present the vacancy for the Medical Male Circumcision Quality Assurance Technical Advisor (seconded to NDOH).

The National VMMC programme has ambitious targets and is rapidly scaling up its performance to ensure targets are met. In its quest to meet its target and circumcise HIV negative men to prevent new HIV infections, this surgical intervention can easily lead to unnecessary adverse events which can be detrimental for the implementation and success of the programme. Quality assurance is a crucial component of the VMMC services to maintain consistent high levels of patient safety and confidence.  Continuous quality improvement (CQI) is currently provided only in 27 PEPFAR priority districts and a process to replicate CQI across the country is prudent.

The programme seeks to shift the focus from merely providing VMMC services but to also ensure that care provided is of high quality and meets the expectations of the clients or users of the health care system. In instances where care is sub-optimal, it is the responsibility of managers and all service providers to ensure that the care provided is adapted so as to meet the required standards.

This can be achieved through the use of scientific evidence-based approaches of generating and inculcating new knowledge to improve responsiveness and competence of staff for efficiency and effectiveness. Quality Improvement in the VMMC programme is also intended to promote use of data to inform planning and improvement. The overall process of External Quality Assurance(EQA) and CQI includes an initial baseline assessment, followed by CQI feedback, follow up, problem-solving and mentoring on an ongoing manner. In order to ensure steady progress, there should be CQI reassessment visits conducted every quarter.

Linking to the National Core Standards, the National VMMC guideline outlines envisaged standards and steps towards implementation of a robust Quality improvement strategy for MMC at all levels of care by everyone involved in the services.

Comprehensive Quality systems encompass internal and external Quality Assurance (IQA / EQA) as well as Continuous Quality Improvement (CQI) mechanisms. The development of a well-coordinated, comprehensive quality assurance and continuous quality improvement system is critical to the national VMMC programme.

Title:  Medical Male Circumcision Quality Assurance Technical Advisor (Seconded to the National Department of Health)
Department: NDOH
Location:  NDOH offices
Employment status: 3 Years (01/10/2018 – 31/09/2021) Subject to annual performance and availability of funding for the role.

The Quality Assurance Technical Advisor will: 

  • Facilitate dissemination and implementation of the National VMMC QA guidelines
  • Oversee External Quality Assurance, Continuous Quality Improvement and Data Quality Assurance activities in VMMC sites.
  • Conduct audit on the training needs of provincial and district officials on QA for the VMMC programme
  • Facilitate the development, training and mentoring of district/facility CQI teams
  • Liaise with RT35 contracted VMMC partners for training needs and respond to the identified needs
  • Ensure the development and dissemination of QA job aids and SOPS for all VMMC sites.
  • Review QA module as part of the VMMC on line training hub
  • Be a moderator for the implementation of the VMMC on line training hub
  • Facilitate training of provincial/district officials on CQI
  • Conduct CQI baseline assessment in all VMMC sites
  • Develop CQI dashboard to monitor CQI implementation in VMMC sites
  • Monitor the follow up of poor performing VMMC sites
  • Work closely with the National VMMC programme manager in monitoring and addressing adverse events nationally

Reporting:

  • Produce monthly adverse events report
  • Audit report on provincial/district training needs
  • Updated database of trained QA/CQI officials in province/districts
  • CQI dashboard with CQI baseline assessment report
  • Report on certification of doctors/nurses/CAs as part of the MC online training hub
  • Quarterly EQA, CQI and DQA reports

Requirements:

  • Bachelor’s degree in Health Science, Social Science or related fields
  • Post graduate degree in Human Resources Development (HRD) or Education Training and Development (ETD) would be an added advantage
  • At least 3 years’ experience in training administration or coordination or combined
  • At least 2 years’ experience in the HIV prevention programmes within the health sector
  • General knowledge of the dynamics of the HIV epidemic
  • Project Management Training including Quality assurance
  • Strong leadership skills with the ability to plan, organise, coordinate and implement work inputs from several sources and partners and manage the simultaneous delivery of multiple outputs required
  • The Strong interpersonal skills and ability to work accurately under pressure and maintain a high standard of professionalism
  • Computer literacy and strong computer skills
  • Valid driver’s licence and ability to travel to provinces
