Job Title: Senior Manager for HR and Talent Management
Job Location:  Johannesburg
Report to: Chief Executive Officer
Duration: Fixed term contract ending February 2019

The purpose of the position is to develop, direct and align the human resources and admin strategies and functions in accordance with the operational objectives of the organisation.

Responsibilities:

Strategic Human Resources Management

  • In collaboration with the CEO and Senior Management, develop a short, medium and long term strategy for Soul City lnstitute’s Human Resources, ensuring the alignment of the strategy with the organisation’s strategic objectives
  • Develop a talent management and succession planning strategy for the organisation
  • Align HR practices and systems within the Soul City Institute beyond the scope of the immediate business environment to improve organisational effectiveness and cost efficiency and maintain external parity
  • Keep abreast with international best practice benchmarks and performance data to determine the HR direction and strategic HR priorities of the Soul City Institute
  • Guide and motivate management and staff to take action in supporting organisational change
  • Consider structure in relation to strategy, and ensure that the organisational structure and the design principles which underlie it are aligned with the core purpose and business priorities of the organisation
  • Attend Senior Management meetings to report on appropriate strategic HR issues and risks

Compensation / Payroll / Financial Management

  • Ensure that new appointments and changes in remuneration packages are in line with approved budgets
  • Oversee and authorise monthly payroll before release
  • Ensure authorisation of company benefits payment according to payment schedules
  • Represent senior management in bilateral meetings and negotiations with unions
  • In collaboration with the CFO and CEO, develop the organisation’s compensation structure and policies and ensure compliance thereof
  • Ensure internal and external remuneration equity and effectively leverage these processes to encourage and reinforce performance and skills acquisition
  • In collaboration with the CFO, prepare the proposal for annual salary increments for presentation to the CEO and the Board
  • In consultation with the CEO, prepare the annual budget for HR
  • Prepare expenditure projections as and when required
  • Monitor monthly actual expenditure against budgets, identify variances and ensure that the necessary follow up action is taken
  • Comply with all financial policies and procedures (including procurement)
  • Undertake spending with due regard to value for money and ensure that service provider pricing is competitive

Industrial and Employee Relations

  •  Support the HR Manager in all Industrial and Employee Relations matters

Capacity Management/Human Resource Development

  • Ensure recruitment and selection practices and policies facilitate the appropriate attraction, assessment, selection and placement of staff for successful delivery of the organisation’s strategy
  • Support the CEO and executives in the short listing and recruitment of executive and senior management staff through the use of competency based recruitment and selection practices and procedures
  • Develop an Employment Equity and transformation strategy for the organisation, monitor implementation and ensure reporting thereon
  • Prepare an integrated, consolidated and business-aligned talent management plan that identifies critical roles and capabilities and talent pools for current and future business needs
  • In consultation with the CEO and executives, develop and implement succession planning strategies to ensure the ongoing achievement of the organisation’s strategic objectives
  • Support the business in building, leveraging and retaining the requisite knowledge and skills needed for sustainable development and performance
  • Encourage organisational learning and development by sharing leading practice and expertise with others

General

  • Prepare reports, documents and presentations for management, donor and board requirements

Requirements:

  • Bachelor Degree in Industrial Psychology
  • Sound knowledge of Change Management, Organisational Change, and Transformation
  • Strong Communication skills
  • Conflict Management
  • Problem Solving
  • Minimum of 10 years’ experience in OD and Talent Management
  • Knowledge of Organisational Development theories and principles
  • Knowledge of integrated Talent management practices
  • Knowledge of project and change management
  • 8 to 10 years HR Leadership experience
  • Knowledge and application of the Labour Relations Act
  • Knowledge and application of the Basic Conditions of Employment Act
  • Knowledge and application of the Skills Development Act
  • Knowledge and application of the Constitution of the Republic of South Africa
  • Knowledge and application of the Employment Equity Act
  • Knowledge and application of the Occupational Health and Safety Act
  • Knowledge and application of employment practices and contracts
  • Knowledge and application of recruitment and selection practices and procedures
  • Proficiency in Microsoft Office – including word, excel, Powerpoint and outlook
  • Interpersonal skills and emotional intelligence
  • Ability to lead by example and demonstrate credible, visible leadership
  • Ability to establish and maintain sound relationships with key stakeholders
  • Ability to create an environment conducive to learning and development
  • Ability to express oneself effectively verbally and in writing in the English language and is able to listen actively and attentively
  • Communication skills in other South African languages would be an added advantage
  • Ability to use discretion and deal with sensitive information in a confidential and professional manner
  • Valid Driver License and own transport
